2 arrested in Parkersburg kidnapping case

PARKERSBURG – A Parkersburg man was kidnapped at gunpoint early Sunday morning and was eventually able to get away. The people who allegedly took him have been arrested and arraigned.

In a report made by the Wood County Sheriff’s Department, Jacob Brumbaugh had gone over to the residence of Carrie Renee Priest, 35, at 600 30th St., Parkersburg, with Jesse Carl Hesson, 24, of 704 Elm St., Belpre. early Sunday morning around 3 a.m.

In an interview with Priest, she stated to deputies that Hesson used a gun and a baseball bat to injure Brumbaugh and then tied his hands with the zip ties.

“The defendant stated that she witnessed this occurring and did not call 911,” the report said. “The defendant stated that Jesse Hesson had brought the gun with him to the residence and had it tucked into his waistband.

“The defendant stated that Jesse Hesson placed the victim in the passenger seat of the victim’s vehicle and left her residence.”

The deputy made contact with Brumbaugh at the Camden Clark Medical Center. Brumbaugh had injuries to his face and head as well as red lines on his wrists consistent with being bound with zip ties. Brumbaugh confirmed what happened, however he went on to say that it was Priest who held the pistol a few inches from his head as he was being restrained by Hesson with the zip ties, according to the report.

Hesson is Brumbaugh’s uncle and the two live together.

Hesson allegedly pointed the gun at Brumbaugh to get him to comply with being restrained with the zip ties.

“The victim was also struck several times in the face and head causing obvious injuries,” the report stated. Brumbaugh was described as having an open abrasion on the right side of the crown of his head and several bruises about the forehead and face.

Brumbaugh was placed in his 2012 Green Mazda and was transported to the apartment building at 2512 39th St. in Parkersburg.

“The victim was able to escape the vehicle and run to someone who would allow him to call 911 as (Hesson) took the vehicle and drove around the area several times in what appeared to be an effort to locate the victim,” the report said. “(Hesson) then took the vehicle belonging to (Brumbaugh) from the area.” Brumbaugh was able to provide the zip ties he was restrained with. Hesson and Priest were arrested and arraigned in Wood County Magistrate Court. Hesson was arraigned on charges of first-degree robbery, kidnapping, wanton endangerment, grand larceny and presentation of a firearm during commission of a felony. Bond will be set in Wood County Circuit Court because some of the charges are capital offenses. Priest was arraigned on charges of kidnapping, wanton endangerment and possession of a firearm during commission of a felony.

Hesson was also charged on warrants for possession of a controlled substance, methamphetamine, with intent to deliver; third-offense driving on a license suspended for miscellaneous; failure to maintain control; leaving the scene of an accident with injury; and no proof of insurance.
