They were never meant to be welfare, but a lot of users have taken them as a form of welfare. Most are subsidized, but many are not. Regardless, we all suffer when those who take any of them them default.

But more importantly, they have become a form of "corporate" welfare for teh universities and colleges. Gone ar ethe days of admission standards. Now, anyone can start any type of college and anyone can get admitted. Do we really want to subisidize anyone to go anywhere? The colleges do not care if you are college material or if you are in the right program, they just want your enrollment and the money that goes with it. They do not care where the money comes from, where you go or if you finish... just pay please. Too many are in college who shoudl not be, and too many are making a lot of money off the beleif that everyone needs to go to college. Everyone needs education, but I think we can do it better and cheaper.

It's interesting to see how facilities like this always have a way around govt imposed caps and limits on increases. They always have a way to find new avenues of sucking money out of people. This is why govt regulations always come with loopholes for the rich and well connected to figure out and take advantage of. No consideration of cutting back benefits or extravagant expense accounts. No, charge more for parking and buying books and registration and food. The costs are ALWAYS passed on to those with the least.
