A couple things about this just strike me as odd. I'm guessing those who have already been hired, trained, and wanting to be promoted at the SO are less than thrilled with someone coming in at lieutenant rank. The other thing is I thought that Spencer guy was let go due to cutbacks and financial reasons but now someone gets brought in at lieutenant pay?? Kinda odd I think.
