Rather than trying to keep children safe from a drug dealing/using teacher, the WCS decided to keep her under surveillance for some time. Our illustrious sheriff continues on his quest to catch a Drug Kingpin, while only catching the small-fries. How many months did he know she was dealing drugs before arresting her? Making a case? I don't think so.
