Who makes the decision on what bid to accept? Seems to me whoever is deciding the bid is opening themselves (and the City) to some dangerous territory. Promanco's was the low bid. And yet Promanco didn't win the contract.

Last month it was another "shady" bit of bidding on whether the Marietta Boat Docks were getting their lease renewed. The City accepted a bid from the Valley Gem and now the Marietta Boat Docks are moving near the fairgrounds. We'll see what Sands and his buddy Hupp, and the rest of their crew from Parkersburg do to that parcel.

There's no consistency with the decision making. Sure hope Bertram doesn't get himself in a jam with this crew.

If the winning bid was less than 1K higher with the Fiber Tite included, seems to me Promanco's bid was a bit pricey without it. Also, they didn't want to play by the rules by providing financial information. If he truly cared about local jobs, he would have complied.

Someone should have remembered how much John Lehman's companies have done for the city. He would have gotten necessary training.

The Canton company is the company that had the experience and certification to do the job required. I would rather see my tax dollars go to a company with past experience and certification. Congrats to the Canton company.
