Yes indeed he has SmithfromOhio. He talks a good game, but make no mistake about it, he overreaches his authority on a regular basis. In addition to making frequent errors about what is true or not, he also tries to sabotage the workings of council. More than any other time I can remember, City Council and Administration, have both struggled with what their roles actually are. The administration tries to legislate, and Mr. Brothers and Mr. Vukovic try to administer. Unfortunately, Mr. Brothers is in alignment with Mr. Matthews and Mr. Hupp, (Semper fi, and all that military stuff, can anyone say SNAFU?) and does not have his loyalties with council, which is where his loyalties should be.

Council president Walt Brothers said the problem is a broad issue that includes restraints on making improvements to many downtown buildings that are located in the flood plain.

"FEMA (Federal Emergency Management Agency) has set restrictions on remodeling old buildings in the flood plain," he said, noting regulations that limit annual improvements to 50 percent of the structure's value.

But council member Harley Noland, D-at large, said Marietta's downtown area has been designated a national historic district, which means improvements to those buildings are not subject to the FEMA restrictions.

"If the building is in the historic district you can do whatever you want," he said.

This just proves Walt Brothers has no idea what he is talking about. He makes statements that are just false again and again. He has fooled some gullible people in this town.
