I don't think Pioneer should be responsible for this. I am sure they pay taxes just like everyone else, for street repairs and it's mandated by the city that new construction has to be elevated above the flood plain??? How else were they suppose to get dirt there for this project, wheelbarrows????

Sections of the pavement had crumbled and "hooved up," he said.

Unless the pavement suddenly grew feet, it heaved up. LOL starting my lunch break with amusement!
