"In Ohio, any person born on or after Jan. 1, 1982, has to complete a boating safety course in order to operate any boat over 10 horsepower," Wisse said.

Shouldn't anyone who drives a boat complete a boat safety course, regardless of age? Boat drivers should have a license just as those who drive on the road, and it should be subject to renewal, or not.
