The Ride-A-Long Program has very strict rules;one of which is the participants cannot talk to the media regarding the actual scene they are on. That is why the stabbing scene could not be commented on by this particular participant.

I don't think young Mr. Yoho was describing the speed with which they traveled. It's more likely he was referring to zero being no activity, to 60 being a stabbing. I'm sure he didn't expect something such as this in his ride-along. He should not have been asked any questions or quoted as part of terms of his ride-along agreement.
