Who can really say that this on going maintenance and upgrades to the existing trackage and crossing signals isn't an event which has been budgeted and slated for implementation long before AEP decided to close that Muskingum River Plant? For those residents of Beverly-Waterford; any news that another manufacturing facility might move onto the site of that closed plant---a great Christmas and New Years present that would ease a lot of fears in the area.
