“The panels are estimated by Pickering to offset between 10 and 15 percent of the power costs for the city building site.”

Does this mean that the savings on the electric bill will be enough to quickly (in 4 years) pay off the additional costs of engineering and purchasing and installing and maintaining the solar equipment?

If the solar is not cheaper for the city, then stay with the tried and true, least cost system. Leave the solar experiments to WVU. Don’t spend money on looking good. Keep city government costs down.
