This doesn't make much sense. If he had $200 in his pocket, and an ounce of marijuana, what makes anyone believe he was planning to trade for "H". Doesn't trafficking require a reasonable expectation that the drug is going to be used for resale? How does anyone know what the "H" dealer was going to do with a paltry ounce of Marijuana?
