I didn't think police were allowed to fire their weapon at vehicles that won't stop. Aren't they only allowed to fire them when they are being threatened by someone who has a weapon and is threatening to use it?

This article is very misleading. It should have read "apparently under the influence of drugs" to say "apparently drugged" implies someone drugged this women.
