MURPHY77, Now that it has come out that this officer was involved in two previous incidents that were swept under the rug by Waite, do you still stand behind you statement?

DeputyDawg, You are correct , she did state that but the whole quote was "Although she did not think he intended to cause her harm, she was in fear of her safety". That "fear" is all that is required to bring a charge of domestic violence. Had this abuser been a civilian he would most certainly face the more severe of those charges.

Ms. Chapman stated she did not feel her estranged husband intended to cause her harm during the incident. The Times did not report this part. That is probably the reason Chapman was only charged with disorderly conduct.

The thin blue line is firmly in place in this town, disorderly conduct was the minimum charge possible and there must have been plenty of witnesses or even that would have never happened. When civilians are involved in instances like this, when the victim is in fear of their safety, the charge is always domestic violence.
