Belpre marching band eliminated

Officials: Too few students interested to justify expense

By Kate York, kyork@mariettatimes.com
POSTED: May 9, 2008

Local parades and marching band competitions will soon be missing one district’s band, with the Belpre board of education expected to eliminate the program later this month.

It’s one cut of many the district is having to make, including closing Stone Elementary, in order to become financially solvent, but for the students who make up the band, it’s a particularly difficult one.

“I’m not too happy,” said Belpre High School junior Megan Pribble, captain of the band’s color guard and member for four years. “A lot of people are upset that we’re not going to have a band, and then there are some who are just saying ‘It sucks, but I’ll just do another activity.’”

Belpre Superintendent Harry Fleming said the instrumental music program will continue as a class but there were no longer enough students participating in the marching band to justify the costs of keeping it going.

“I think it’s an important program, but we need more participation,” he said. “The numbers have really dwindled in the last half dozen years and we didn’t have enough participating.”

Fleming said there are five high school students currently in the band and four seventh- and eighth-graders.

As a result of the restructuring, band director Andrew Bennekamper will lose his position as a music instructor because he had the least seniority of the music teachers, Fleming said.

The district will no longer have to pay Bennekamper’s salary and benefits or his supplemental contract for serving as band director, although Fleming did not have an exact cost savings available.

“Our hope is to have a band program again someday,” he said. “It would be great if we could build it back up.”

Meanwhile, the cuts being made in Belpre have made parents in other Washington County districts nervous about the possibility of losing their bands, particularly in the Warren district, which is also in the midst of creating a cost-savings plan.

Warren Superintendent Tom Gibbs said cutting the band has never even been considered.

“I think people think if Belpre is doing this, it’s one of the first cuts to make,” he said. “But Belpre is doing it because of declining (band) enrollment. Our band is very healthy so it’s low on our list—we generally look at where we have the lowest enrollment if we have to make cuts.”

There are about 120 students in the Warren High School band.

The Belpre board of education is expected to vote May 19 on eliminating the band, Fleming said.

Pribble, who was one of 40 students in the band her first year, said she’ll miss traveling with the band and helping to encourage school spirit her senior year.

“I definitely planned to be in the band for my last year,” she said. “It’s a lot of fun to hang out with all your friends and get to go see what other schools do. I’ll miss it.”

IMO things have been spiraling out of control since Dr. Fleming was hired. Time and time again he has hired Marietta people over equally qualified Belpre graduates. I have noticed that Fleming's proposed cuts do NOT include any of his many Marietta folks he brought in. He proposes to elminate many teaching jobs to once again create more administrative positions. And to top it all off, he promotes levy after levy that he CANNOT vote for because he does not live in OUR town or pay OUR taxes.

Hockeypuck – Did you get your name because repeated injuries by getting hit in the head with a hockeypuck or do you just like taking the opposite side than everyone else on a subject?

Your argument to “move” is reminiscent of the arguments used by those against desegregation in the 1960’s. If having better schools for their children was possible most parents would move if it was in any way possible. For most though it is not and that is why the current way Ohio funds its schools is UN-CONSTITUTIONAL!!!!

Every child is promised a government provided education. That education should be the same no matter where you live or what your family’s financial status is.

Perhaps if our schools were all funded equally and every student had equal opportunities and options you would have acquired the ability to understand this concept.

THE PROBLEM IS THE NUMBER OF STUDENTS AT THE HIGH SCHOOLS ARE DWINDELING, MORE THAN HALF OF THE JUNIOR AND SENIOR CLASS ATTEND WASHINGTON STATE, THE CARRER CENTER AND A FEW TO MARIETTA college, THE HIGH SCHOOL IS A GHOST TOWN COMPARED TO 20 YEARS AGO, THIS IS NOT A BAD THING WE JUST NEED TO CHANGE WITH THE TIMES

We live in a town full of blue hairs that will not pass a bill to allow alcohal which would bring in busness and pay taxes that would go to the school vote YES next time

Sour grapes. Why should people in one part of the state pay for someone 200 miles away. If you don't like where you live, well-----

Hockeypuck...what are you talking about? Are you in a zone? School finding is not fair, it is unconstitutional, it ani't right. Where you been boy?

Bands have all but eliminated themselves. No one wnats to commit to the time it takes.

Look at Marietta. From hundreds to 40.

Ok Hockeypuck then explain this to me,

“When the big Polaris shopping mall was built north of Columbus, they sold bonds to fund part of its construction. Several of the large suburban school districts outside of Columbus purchased these bonds – thus investing in the construction of a shopping mall.”

If that doesn’t define a school district having more money than they know what to do with what does?

I have also personally viewed the facilities of the Pickerington HS and when compared to the facilities of districts in this area it is a crime.

The present system is un-constitutional and must be fixed by decree of law.

Listen, parrothead, urban districts do not have more money than they know what to do with. If you were ever to live in an urban area, ie, Cleveland, Columbus, Cincinnati, you would find out that with big schools come big expenses. This is not an example of school funding. Band is nice, but not exactly on the "must have" list anywhere.

This is just another example of why the Ohio Supreme Court has ruled that the way schools are funded in the state is unconstitutional.

We must all pressure our elected officials to fix this mess.

It is wrong when school districts in urban areas have more money than they know what to do with while those in rural areas can not repair buildings or provide extra-curricular activities such as marching band.

the band should get some of the proceeds from football games if you ask me. I went to every FF football home game this year.. and paid to get in, ONLY because my son is in marching band, my mother and cousins went several times as well just to watch the marching band. I went to more ff home games in one year than i did at all 4 years i attended at fort frye. But thats just my two cents.

I think it is sad that Belpre has to cut the band. I played football for Warren and hearing the band play as we ran on to the field before the game motivational. You are right that football will never run out of funding. I suspect this is because the football games bring in more money than band, wrestling, etc.... I think the kids who were in the band at Belpre should attend every game and claim a section in the stands and play from there, (at least their fight song).

Sorry to hear this happen as I remember Belpre's band being one of the best years ago. I think their booster group works hard but with so few kids wanting to be in the band and having to cut the teaching position there is not much choice left. Maybe some more kids will get involed in the band and they can bring it back. I think all the groups work hard to raise money, it seems like there are always kids selling something for school groups every other week at my door.

the truth.. thats a good idea... but i think both the fort frye and waterford bands are supported by booster programs... and lol... the compettion an rivalry between the two schools is WAY to much "fun" to join bands together. lol

there has GOT to be a way. Fort Frye is able to maintain thier band and it had i think only 11 or 12 band members last year. it was the smallest band at all the competitions. does belpre band have a boosters program? If i remember correctly FF band boosters almost completely support the band. The students have to pay for band camp and some small other fees including the 75 dollar pay to participate.. but the boosters try to help out and let kids earn money for participating in fundraisers... also the YMCA gives grants to kids whose parents qualify to participate in things like marching band. AT fFHS the marching band isn't a class, just a extracurricular activity.

There has GOT to be a way to keep it going! but its sad that band is the first to go... football will never "run out of funding" becauser for some reason people think its more important than the other activities that kids can do.

THE STATE NEEDS TO ALLOW A STUDENT OF ONE SCHOOL TO PARTICIPATE IN AN ACTIVITY AT ANOTHER SCHOOL IF THEIR HOME SCHOOL DOSNT OFFER IT. BELPRE BAND MEMBERS TO WARREN, FORT FRYE SOCCER PLAYERS TO MARIETTA, FORT FRYE WRESTLERS TO WATERFORD, WATERFORD AND FORT FRYE COMBINED BANDS, ETC, THE STUDENTS COULD STILL BE WELL ROUNDED AND SAVE US SOME MONEY AT THE SAME TIME.

Not a big fan of band, but I believe it should be offered to provide students with a well rounded education.

I can't wait to see what other supplemental contracts they decide to cut. I bet the five or six for the football program will be safe! Lookout cheerleaders, yearbook and school newspaper!
