Article Poll
Do you agree with the board’s decision to close Bartlett and Cutler schools? After a board vote of 4-1 in favor of closing Bartlett and Cutler elementary schools, half of those in the high school cafeteria stood and walked out. One woman yelled “No school, no levy” as she walked out the door but most reacted by offering hugs to each other and blinking back a few tears.
“The decision’s been made,” said Janay Davis, of Cutler, who called the closures a “tragedy.” “We need to get a grip, deal with it and move on.”
The western Washington County school district will save about $525,000 a year by closing the buildings, through cuts in personnel, utilities savings and reduced transportation costs.
All the Bartlett and Cutler teachers are expected to have positions at the district’s other schools, but three custodian, two cook, one aide and two secretarial positions will be cut, along with one elementary music teaching position and a principal’s position. The two schools share a principal.
Board members said they agonized over their votes.
“Sleepless nights, antacid, Tylenol, you got it,” said board member Debbie West. “When people say it’s not personal, I know that it is.”
Board President Willie Holbert said he had to consider the entire student population in the district in order to make the right decision.
“We have almost 2,700 students here and we had to think about what was best for the whole district,” he said. “I believe the students will adjust with very few problems.”
Dan McDermott was the only board member to vote against the closings, after his motion to table the vote failed to receive a second.
Warren Superintendent Tom Gibbs said letters will be mailed out this week notifying Bartlett and Cutler parents which school their children will be attending next school year, and offering them the option of open enrollment to send the students to another district school.
The open enrollment deadline will be extended indefinitely to accommodate families’ wishes, he said.
The students from that portion of the county are expected to be split between Barlow-Vincent and Little Hocking elementary schools.
The largest resulting class size is 30 students but there may be more than one teacher in those rooms, once the teachers from Bartlett and Cutler are assigned, Gibbs said.
“The longest bus ride will be 10 to 15 minutes shorter than the longest bus ride now,” he said. “And we can reduce three morning bus routes.”
Gibbs said he also believed closing the schools was the best option for the district overall.
“Community members of Bartlett and Cutler are obviously opposed to this decision and the citizens of other areas of our community are proponents of it if we need to make drastic reductions, as opposed to making cuts in programs,” he said. “This is not an attack against a particular community or school. It’s an effort to be more efficient with our resources.”
Facing rising costs and continued use by the state of an unconstitutional school funding system, as well as a failure in the district to gradually reduce staff in the past has led to the need for more major cuts, said Gibbs.
“People can argue whether or not we’re at that point but I think there’s not much of an argument,” he said.
Six people spoke to the board before the vote, asking them to consider other options to save money.
“We started this back in the late ’70s and I’ve fought for 30 years to keep these schools open,” said Rex Roberts, of Cutler. “I hope to God you got on your knees and prayed for best judgment on what you’re doing.”
An emotional Dan Johnson, one of the four board members who voted “yes,” had to pause several times as he addressed the crowd about why he voted the way he did.
“(I’m) saddened to lose community schools, especially ones so cared for, fought for and that are such an integral part to the communities they serve,” he said. “However ... in our district this is the only path that makes economic sense.”
Gibbs said the decision was one no one made lightly.
“Someone has made the statement several times at these meetings, asking how do I sleep at night,” he said. “And sometimes I don’t.”

class92 - no you wont be a target, actually i see you are right. Gosh sometimes people can get under your skin and I guess as hard as I was trying to be a calm head in this I lost it with moveon. I guess because I see both sides of this, and his callousness got my goat and i guess a lot of others too. I guess that was the point. Whoever it was Moveon had an agenda that led me and others down the wrong path. I guess the frustration comes from thinking people can be so uncaring of others. There was whining, but people have to work through situations and vent sometimes, I think that is what they were doing here, and he made it sound like something totally different. So, yes I became his puppet because what he did was wrong. But what I did was just as wrong. So, I guess you may not win the office pool, but you win in the game of life by seeing things a lot clearer than some of us did. I guess distance gives clarity. thanks for pulling me up short and making me realize I too was childish.

I am very impressed with the way the parents in the Bartlett/Cutler area are handling the sad situatin with their children. As ohjanayio mentioned, Mr. Gibbs talked to each class and almost all the students were excited about their new experienc. That goes back to the parents making the kids see it as a positive experience. As a mother of a BV student, I plan to be very active in making their transition as easy as possible. I have a soon to be 3rd grader that would love to make new friends.

ltdavid, Thank you I try to stick to the facts and stay positive expecially with my son. Last week I visited LH and was at the school when Mr. Gibbs passed out letters to the students and answered their questions. As with everything in life most handled it well, but you always have that 2%. I attend school board meetings and pay my 4 cents per copy for weekly board notes from Mr. Gibbs. I share them with Cutler PTO and everyone on my email list. Yes I will consider starting a blog, I have never done that but I am willing to learn. PTO is working very hard to have a great field day for our students and we are also planning a big back to school party.

Once again, I do sympathize with the Bartlett/Cutler area people. I know that it must be hard to lose your community school. Please understand that everyone at the other schools are willing to try very hard to help your children transition well and make it a very positive experience. MHiser, I have noticed that you seem to continue to blame and attack the administration for all of this. I have to ask myself, could this be a result of hard feelings for things that have occurred in the past???

I dont think it is so much that our children are going to BV or LH, they are both great schools. It is the fact that we just lost our school. They just rezoned almost 200 Children. We were lied to about looking at other options. Every board meeting the numbers changed. Look at the $ amounts and figure it up youself, they do not add up! The money saved is just going to a differnt area.It is 18 miles from Bartlett to LH and 10 to BV. 200 kids that is 4 buses going back & forth 2 times a day. Is that a savings? Can the cooks handle 100 more each during lunch? Will they have to hire help for them? Much more to be said!!! Good luck to all elementary schools with all the changes.

mrWilson took the words out of my mouth before I could log in. bvmother, we know what you are saying. You cannot talk to emt and nickle if you support anyone else or you do not start with how sorry you are for them. emt, many people challenged you and you did not respond. harleyrider, parrothead, mrwilson at times, and others. Class82 said you were "played like a fiddle". They were just more pc. Anyone holding grudges from elementary school or high school days should consider calling Dr. Phil to deal with the chip on your shoulder before next school year begins. My name is David and I support the points made by moveon. He could have been my brother, sarcastic and stubborn. All the people hurt by moveon would have been cheering them on if they were fighting for your view with that sarcasm. I agree he/she is probably 100% for the good of any school and child.

To all...I apologize for sinking to a lower level and letting MoveOn distract me from the importance of the situation at hand. MoveOn, please accept my apology. I truly do believe that you will be a person working in the background to ensure these moves are successful. We might not ever know who you are, but I am sure your heart is good and that you care enough to keep Warren the best school district in the Mid-Ohio Valley. Best Wishes to all, enjoy your summer, and try to look forward to this new adventure. It, in the long run, will be GREAT!

BV mother, moveon's first post was in response to me and I believe he was hateful and childish to act as if my grief is dumb or a joke. I have a right to my feelings and will not be told how to express them. I have said only great positive things to my girls about BV, the school they will attend. A school I myself attended years ago. moveon is exactly the type of person I am afraid my daughters will have to encounter. The type that makes me remember the old prejudices and mean hateful things I have heard said about Bartlett/Cutler area. I have moved on! Life of course goes on and I get up everyday and function, so do my kids. They have no idea that I think this could turn out badly. They will BV with pride next year and if they are treated as equals, then I will be proved a fool. Since that seems to be a goal of some of you, prove me wrong.

bvmother, did you read the very first post moveon put on here?! He was trying to start trouble. I think he would have picked another sn if he were a concerned citizen.I think he can dish it out but not take it when he's being picked on... You have to understand we need a little time to deal with the whole situation, we know we'll be fine and we know the kids will be fine, we just need time to adjust. We feel like we've been attacked, and its only human nature to attack back, I think if the board would have tried other alternatives first then we would be a little less upset, we feel like they didnt give us a chance. I know many ppl have said that they've "put theirselve's in our shoes" but while you were in our shoes, you knew you could step right out of them and your life and your childrens life would be exactly the same, however for us it's a reality and things wont go back to normal!Like I said we will be fine, just give us time and please dont judge us for being a little h

kenston you need to really think about what you are saying. is this how you want your child to talk to someone that does not agree with him or her at school? you are right, you lost the argument and you lost all class. everyone can have an opinion. moveon has an unpopular one on this site. you all keep attacking and attacking just like you did the school board. the point was good, then the attack started and moveon had to defend. warriorhearted, moveon was not childish just became very defensive. and how many times could moveon say "i will leave you" and you people comment back? mrwilson, you sunk low to start the personal attack. my friends and i enjoyed the beginning but the end was bad for all. we will accept everyone at bv and lh, even the bad spellers.

At the May 19 meeting the only cuts made were to Bartlett and Cutler. The impact of this decision is now being felt across the district as employees are bumped from their jobs in other schools by Bartlett and Cutler Staff. The power point presentation Mr. Gibbs presented at the public meetings also targeted eliminating the assistant superintendent, district office support staff and casual employees. According to state figures Mr. Gibbs quote 7.87 special area employees could lose their jobs in the near future. If you think the cuts are over, you are going to be very disappointed. This is just the beginning. Stay informed now, don't wait until it is to late.

Part 3 ..."A close examination of our five-year forecat will quickly indicate the we should be considering all options, reguardless of the challenges associated with making those decisions. In fact, it may be in the district's best interest to make ALL of the proposed reductions in the next two years in order to maintain a positive cash flow"

Part 1 The following is taken directly from the Superintendents April 10, 2008 Board Notes. "After the current round of proposed reductions, we will have decreased staffing by a total of 26 Full-time Equivalent employees. We have reached a point where it will become increasingly difficult to make reductions without harming programs. There are some additional areas where some savings may be garnered."

MHiser, It was made very clear at the meetings that this was not a fix all. I just wanted to help you from your point of view because you could not make the meetings from where you are. I agree that things need to be monitored but the new tax change on businesses was much more harmful than the state let on in the beginning. My accountant had been warning me that the state could not answer all the questions being asked by them. She was very concerned about how this would effect the school funding and it sure did. If you want more details I can get them for you. Thanks for being so concerned about us. We just want to heal and come together as a district for our children. The government needs to fix the problem with funding.
