New charge for teen

Grand jury indictments handed down this week

A Marietta teen accused of raping a family member faces a new charge out of the incident after the Washington County grand jury returned indictments this week.

Nathan Zinser, 18, of 525 Eighth St., Marietta, was charged last month with first-degree felony rape after police say he had sex with a family member who was under the influence of medication.

Assistant Washington County Prosecutor Kevin Rings said an additional third-degree felony charge of sexual battery was added this week as a possible alternative to the rape charge.

"This is another option for a jury to consider," Rings said.

The 39-year-old victim told police Zinser sexually assaulted her after she took an anti-psychotic medication, which temporarily causes her to be substantially impaired. The woman also alleged that such incidents happened several times when Zinser was a juvenile.

Zinser will be arraigned on the new charge at 10 a.m. Oct. 2 by Judge Susan Boyer. He has been free since posting a $20,000 bond Sept. 3, according to Washington County Jail officials.

Zinser faces 10 years on the rape charge and five years on the sexual battery charge if convicted. He can only be sentenced on one of the charges.

Other indictments:

Richard Gill, 46, of 1936 Mill Branch Road, Belpre, was charged with third-degree felony domestic violence. Gill is accused of causing harm or threatening a family or household member on May 20. Prosecutors said Gill has two previous convictions for domestic violence.

Eileen M. Fulton-Cain, 32, of 1176 Red Hill Road, Parkersburg, was charged with fourth-degree felony theft. Cain is accused of illegally receiving $5,042 in welfare benefits from June 2002 to November 2007.

William Lowe, 35, of Ohio City, was charged with fifth-degree felony non-support of dependents. Prosecutors say he is more than $7,500 behind in child support payments.

Daniel P. Williams, 20, of 1085 State Route 339, Belpre, was charged with two counts of fourth-degree felony unlawful sexual conduct with a minor. Williams is accused of impregnating a 15-year-old girl last October.

Anna M. Kemenah, 30, of 2305 Mount Vernon Circle, Parkersburg, was charged with seven counts of fourth-degree felony theft. Kemenah is accused of stealing more than $5,000 from seven elderly or disabled area residents between August 2005 and November 2007.

Matthew D. Salser, 22, of 1421 Lancaster St., Apt. 101B, Marietta, was charged with fifth-degree theft of a credit card and three counts of fifth-degree forgery. Salser is accused of stealing a credit card Aug. 13 and using it at three area businesses for purchases.

Spenser Rafferty, 19, of 857 Federal Road, Little Hocking, was charged with fourth-degree felony trafficking in drugs. Rafferty is accused of selling marijuana Nov. 19, 2007, in the vicinity of Belpre High School.

Paul Chambers, 38, of 4550 E.L. Ross Lane, Stockport, was charged with fourth-degree felony carrying a concealed weapon and first-degree misdemeanor aggravated menacing. Chambers is accused of threatening a motorist who he believed was following too closely on Sept. 9.

This is Eileen Fulton and all I have to say is I am not guilty of what they are saying I didn't even know about the whole thing until my family read it in the paper and brought it to my attention. I thought you had to be served with papers before they could even put anything in the paper. I am dealing with enough from a divorce and an abusive ex I really think it is wrong for them to put this in the paper when in fact I have committed no crime what so ever!!! I am suffering now from the abuse of this article from many people thank you..

yeah you're right beeflover..we should let them all off the hook. maybe they could come stay at your place. As for me, I'll go ahead and pay the tax to put them away.

Paul Chambers this same thing happens to me all the time, try slaming on the brakes...it always works! If they hit you it will be their fault one for being stupid the second for driving like all the vehicles in marietta without front license plates.
