CHARLESTON, W.Va. (AP) — U.S. Secretary of Transportation Anthony Foxx is in West Virginia to discuss local and national transportation and infrastructure issues.

Foxx is set to speak Monday at the Culture Center in Charleston. Other speakers include U.S. Sen. Jay Rockefeller and U.S. Rep. Nick Rahall.

Foxx also is scheduled to tour a bridge replacement project in Charleston.

Foxx has warned that by the first week in August the federal Highway Trust Fund will no longer have enough money to cover promised aid to states. States have been told to expect a 28 percent reduction in aid on average. Some states have already begun to delay or cancel construction project due to the uncertainty of federal aid.

In a prepared statement, Foxx says Congress still has time to act on a long-term solution.
