I would like to take a moment to address the subject of panhandling. Yesterday on November 27, 2013, I was at southside (Parkersburg) Wal-Mart and at the exit near Burger King there was a woman holding a sign that said "homeless, hungry, please help". I had to go to Lowe's so I made a turn around and went back in to the center. As I made my turn in there was a man standing behind a bush smoking a cigarette and drinking a beer and I'm sure he was waiting on the woman. If these people are homeless it seems like a better way to spend money they get would be to buy food and have a place to live. I, myself refuse to give the people anything because I see this so many times as I travel Parkersburg. Think about this before you give anyone money.
