A witness reported Thursday that her neighbor's 6-and 4-year-old children were left unattended. At 6:30 in the morning the 6-year-old knocked on the neighbor's door and said she could not find her mother. The children's mother, Misty G. Sealey, 36, of 1421 McGill Road, Vincent, was not at the residence when a deputy arrived. Sealy arrived several hours later and claimed she left her children in the care of a babysitter so she could run errands. However, the alleged babysitter had text messages from Sealey that asked her to lie and say she was at the residence. Consequently, Sealey was arrested for child endangering and obstructing official business.
A deputy obtained and executed a search warrant Thursday at the residence of Carla Lutz, 62, and her daughter, Jennifer, 40, at 759 Sycamore St., Belpre. The floors inside the home were covered with human waste as well as urine and feces from the numerous cats and dogs. Officials noticed the animals were malnourished and had little or no food and water. Jennifer's teenage son also lives at the residence but there were no dressers or beds or any other evidence of a child living there. Based on her investigation, the deputy requested summonses for Carla and Jennifer for child endangering, cruelty to animals and failure to register five dogs.
A Belpre Township trustee reported Thursday that an unknown suspect(s) disposed of 16 to 20 bags of household garbage in four trash barrels at the Belpre Township Recreation Park. A deputy identified the suspect as Isabella N. Loiseau, 22, of 3057 Newbury Road, Little Hocking. Loiseau admitted disposing of her trash at the park because her family recently moved and they had yet to get trash service. As a result, the deputy requested a summons for Loiseau for littering on public property.

Richard D. Anderson, 29, of 46345 Groves Hill Road, Caldwell, was arrested Thursday for violating the terms of his probation, a misdemeanor.
Darren C. Farnese, 20, of 613 Eighth St., Marietta, was arrested Thursday for failure to appear, a misdemeanor.
Joseph E. Carter Jr., 24, of 106 Riley Drive Apt. 5, Marietta, was arrested Friday for domestic violence, a misdemeanor.
AJ P. Davis, 21, of 4590 16th St. NE, Naples, Fla., was arrested Friday for obstructing official business and for disorderly conduct by intoxication, both misdemeanors.
Kiah M. Morgan, 21, of 1612 Hill St., Belpre, was arrested Friday for disorderly conduct by intoxication, a misdemeanor.
