Has Ohio Governor Kasich "Lost All Sense of Decency" by his initial refusal of federal help for Ohio tornado victims?

Although later press releases from Kasich's people say he is "recconsidering it" (we have yet to see evidence of this), Ohio Governor John Kasich, in a statement Saturday in the wake of violent tornados that struck Kentucky, Indiana, and southwestern Ohio, said "Ohio doesn't need federal help. We can handle this on our own!" Has Kasich "lost all sense of decency", as well as his mind? Indiana Governor Mitch Daniels promptly asked for FEMA aid, and so did Kentucky Governor Steve Beshear. Kasich's denial of much-needed (and paid for via tax dollars) help for hard-pressed storm victims is blatant pandering to certain rightwing groups with a perverse ideology that claims that acceptance of federal funds is tanamount to "socialism". This, of couse, is sheer hypocrisy, because Kasich and his pals haven't been shy about siphoning subsidies for oil/gas interests, big agri-business, or claiming credit for benefits resulting from the Federal Recovery Act
