Please explain why most power plants operated for years by buying pollution credits which they were supposed to use to upgrade to clean coal and never did !Their choice I'd say !

Emissions of sulfur dioxide (SO2) and nitrogen oxides (NOx) from U.S. electric power plants in 2012 dropped to their lowest level since the passage of the Clean Air Act amendments of 1990, according to the U.S. Energy Information Administration (EIA). The decline in emissions is due primarily to retrofits of coal-fired power plants with flue gas desulfurization systems, or scrubbers, switching to lower sulfur coal, and the installation of selective catalytic reduction (SCR), selective noncatalytic reduction (SNCR), or low NOx burners. Switching from coal-to-gas has also helped the decline in emissions, the report said.
