It was presented to the House of Representatives in Congress on June 8th 1797, and ratified on December 15th 1791. It was one of a total of 10 amendments drafted by Madison, who is often known as the father of the Bill of Rights, as well as being called the father of the Constitution, for his work on the Constitution with Alexander Hamilton and John Jay. i don't think he included shootin' dinner and varmits as limits or the primary reason for the second amendment. but they turned out to be pretty useful for that purpose as well.
