Vienna Mayor Rapp re-elected for third term

VIENNA — Incumbent Vienna Mayor Randall Rapp has been re-elected to serve for his third term, according to unofficial election results released Tuesday evening by the Wood County Clerk’s Office.

Longtime councilmember Bruce Rogers was the only incumbent not to retain his seat, coming in eighth out of 11 candidates for five open seats.

“I am really happy,” Rapp said. “I like my job, and I love my town, and I am pleased the people gave me an opportunity to finish some of the projects we have been working on.”

Melissa Elam was elected as City Recorder, unseating incumbent Cathy Smith. Elam was unavailable Tuesday evening.

Incumbent Mike Elam was re-elected to serve a second term on Vienna City Council, according to results.

“I am elated that Vienna residents chose me to serve four more years,” Elam said Tuesday. “There is so much to be done and I am ready to roll with the council that is seated and the recorder and I am ready to jump in feet first and tackle things that have been lingering in Vienna for years.”

Incumbents Jim Leach and Roger Bibbee were also re-elected to serve another term, Leach was unavailable on Tuesday evening.

“I feel honored to have been elected another term and Vienna is a great city and I look forward to getting down to work …” said Bibbee, who has served on council since his first appointment in 2000, said Tuesday. “I think the city is in pretty good shape and I would like to continue that … public safety, economic development and beautification are some important things on my mind that I would like to concentrate on and I look forward to serving and thank everyone for their vote.”

One of the new faces on Vienna City will be Kim Williams, who was elected to serve her first term, according to results.

“I am overwhelmed with gratitude tonight for all Vienna residents who placed their trust in me as their new city council member. I look forward to serving them with integrity and transparency and will always place the needs of our community first,” Williams said Tuesday. “We have some challenges ahead of us, but I am confident we can work together to make Vienna the best place to live and work in the Mid-Ohio Valley.”

Williams cites the Johns Manville property, infrastructure issues and city spending and the creation of a stablization fund as major points of focus.

Tom Azinger, who formerly served on Vienna City Council, was elected to a new term, according to results.

“I was pleased that I got a seat,” Azinger said Tuesday. “The thing about it that means the most is the drug problem and I think our police department is very efficient. I would like to continue to support the fire and police departments and hopefully we can get some sort of ramp down at Spencer’s Landing.”
