PARKERSBURG — A Parkersburg resident was arrested Thursday after allegedly making threats.

Christopher Wayne Hutson, 31, of Parkersburg, was arrested on charges of prohibited person in possession of a firearm, obstructing and fleeing from an officer, said Police Chief Matthew Board.

Hutson was arraigned in Wood County Magistrate Court and held on a $4,500 cash only bond, Board said.

According to Board, the incident began about 6:12 a.m. Thursday when a male individual contacted 911 Central Dispatch, claimed to be “armed and dangerous” and made other threatening comments which were concerning in regard to public safety as well as the subject’s safety.

The caller refused to provide his name or location, but the phone number was traced to Hutson, Board said, and GPS location data indicated the call originated near 15th Avenue and Jeffries in Parkersburg.

At approximately 6:15 a.m., officers arrived in the area and heard three to four gunshots and a man screaming. Patrol officers then observed Hutson standing outside a residence in the 1400 block of 15th Avenue. Hutson was defiant, retreated inside of the residence and began shouting at officers, Board said.

Officers also observed spent shell casings in the roadway near the residence.

The Parkersburg SWAT Team, Parkersburg Police Department negotiators and members of the Wood County SWAT Team were dispatched to assist.

Negotiators spoke with Hutson for an extended period of time, repeatedly asking him to exit the residence, which he refused to do, Board said.

During the standoff, Hutson briefly came outside but refused SWAT team commands.

Due to the potential threat of a firearm and his continued noncompliance, less-than-lethal munitions were utilized, prompting Hutson to retreat back inside and barricade himself within the residence, the chief said.

After continued communications with Hutson and employing multiple tactical measures, Hutson eventually exited the residence. He was immediately taken into custody without further incident.

A search warrant was obtained for the residence, leading to the discovery of a 9mm pistol with a round in the chamber, Board said.
