Reports/Ohio State Highway Patrol
¯ A 1979 Ford F-150 belonging to Anna M. Ward of 25553 State Route 564, Lower Salem, was traveling northbound June 16 on Township Road 71 in Adams Township. It went off the left side of the roadway, struck an embankment and overturned. The driver of the vehicle is unknown and the case is unsolved.
¯ Kaylie N. Coen, 21, of 559 Robert Kelly Road, Cutler, was stopped June 17 on Ohio 555 in Belpre Township. Brent A. Deeter, 28, of 499 Lottridge Road, Coolville, was traveling southwest on U.S. 50. Coen attempted to turn her 2013 Ford F-150 left onto U.S. 50 and struck Deeter’s 2004 Subaru Impreza. Coen was taken by Little Hocking Volunteer Fire Department and EMS to WVU Medicine Camden Clark Medical Center with possible injuries. She was cited for not yielding the right-of-way to a vehicle at the intersection.
¯ A two-vehicle crash occurred June 20 on Township Road 50 in Muskingum Township. David A. Way, 46, of 330 Indian Run Road, Marietta, was northbound, and Ashlie E. Cady, 27, of 11118 Claypike Road, Pleasant City, was southbound on Township Road 50. Way’s 2011 Hyundai Santa Fe and Cady’s 2018 Ford Escape collided in the middle of the roadway. Way’s vehicle came to rest on the roadway and Cady’s vehicle slid off the right side of the roadway. No citations were issued.
¯ Willard Jack Blackwell III, 48, of 823 West Virginia Ave., Parkersburg, was southbound June 22 on Ohio 7 in Belpre. He drove his 2018 Hyundai Elantra off the left side of the roadway and struck a concrete barrier wall. He was cited for operating a vehicle without being in reasonable control of it.
¯ Hunter T. Moore, 20, of 182 Twin Lane, Elizabeth, W.Va., was eastbound June 22 on Township Road 51 in Dunham Township. Dustin L. Brooks, 34, of 1776 Briggs Hill Road, Belpre, was westbound on Township Road 51. Both Moore’s 2010 Hyundai Santa Fe and Brooks’ 2005 Saturn Vue failed to yield the left half of the roadway and collided. Brooks was cited as he was driving on a suspended license that had expired and had not complied with license reinstatement requirements.
¯ Taylor R. Graham, 17, of 935 Moyer Ave., Parkersburg, was northbound on County Road 46 on June 22 in Newport Township. His 2011 Toyota Corolla went left of center and off the left side of the roadway. He then struck a 1994 Toyota Tacoma, which is owned by Gerald Engnes of 3689 Bells Run Road, Newport. Graham was cited for operating a vehicle without being in reasonable control of it.
¯ A three car collision occurred June 22 on Ohio 7 in Warren Township. Darrel W. Lantrip, 77, of 598 Moody Ridge Road, Belpre, and Jason C. Bigley, 45, of 1621 Washington Run Road, Ravenswood, were southbound on Ohio 7 in the right lane. David L. Marshall, 50, of 14 Fox Hill Terrace, Parkersburg, was southbound on Ohio 7 in the left lane. Marshall changed lanes into the left lane in his 2007 Ford F-150, striking Bigley’s 2011 Jeep Wrangler. Bigley then struck Lantrip’s 2019 Chevy Silverado, and both units went off the right side of the roadway, striking the guardrail. Marshall was cited for moving from a line of traffic without first ascertaining such movement could be made safely.
¯ Brenda K. Lang, 51, of 990 Lang Ridge Road, Lowell, and Erica Lee Chichester, 27, of 5310 Muskingum River Road, Lowell, were both northbound on Ohio 60 on June 23 in Muskingum Township. Chichester’s 2001 GMC Yukon XL struck Lang’s 2017 Chevy Traverse. Chichester was cited for not stopping with an assured clear distance ahead.
¯ A car chase and crash June 24 on the off-ramp from Interstate 77 to Ohio 821 in Muskingum Township led to the arrest of a Florida man. Giovanni Kelsey Vega, 26, of 5911 Newcastle Lane, Davie, was being actively pursued by three Ohio State Highway Patrol units at the time of the crash. A trooper had attempted to stop Vega for multiple moving violations near milepost 15 on I-77. The pursuit was initiated after Vega failed to stop his 2017 Toyota Corolla, even after the trooper activated both overhead lights and sirens on his marked cruiser. Vega evaded two attempts at rolling roadblocks and accelerated to speeds of 103 miles per hour as he fled.
Through the broken back window and open driver’s window of Vega’s vehicle, troopers observed Vega actively operating/texting/typing on a cell phone as he fled.
A set of spike strips was deployed on I-77 near mile post 7. Vega attempted to avoid the spike strip, but struck it and flattened both right side tires. He continued to flee, driving southbound with two flattened tires, entering a construction zone. He was traveling at more than 81 miles per hour in the reduced speed 55 mile per hour construction zone.
While in the construction zone, Vega forced two vehicles off the road onto the berm. After passing those vehicles, Vega attempted to exit I-77 at exit 6, still fleeing from the three cruisers, all with lights and sirens activated.
Vega failed to negotiate a curve on the off-ramp and drove off the right side of the off-ramp. He struck a sign post, a sign laying on the ground and an embankment. He continued traveling southbound in the grass off the right side of the ramp. He entered Ohio 821 before coming to a disabled stop sitting in the southbound lane.
He was removed from his vehicle and arrested before being incarcerated at the Washington County Jail. Charges resulting from the pursuit and crash were filed by the Ohio State Highway Patrol.
¯ Mark Wayne VanHorn, 36, of 1590 Coal St., Chesterhill, and Clara Ann Tabler, 18, of 8895 Boxer Mayle Lane, Chesterhill, were traveling westbound on Ohio 550 in Barlow on June 25. VanHorn’s 2011 Chevy Impala came to a stop in traffic, while Tabler’s 2006 Ford Taurus failed to maintain an assured clear distance ahead and struck VanHorn’s vehicle. Tabler was cited for failing to maintain an assured clear distance ahead.
¯ Charles Lindsay Hinton, 45, of 312 Main St., New Matamoras, was southbound on Ohio 7 in Marietta Township. His 1979 Chevy P-Series caught fire and burned. No citations were issued.
¯ Four vehicles were involved in a crash June 26 on Ohio 60 in Morgan Township.
Ryan O’Sicky, 26, of 5226 State Route 60, McConnelsville, and Sierra N. Moore, 18, of 25 N. Moore Road NE, McConnelsville, were northbound on Ohio 60. O’Sicky’s 2007 Dodge Caliber was attempting to pass Moore’s 2009 Chevy Cobalt when Moore attempted to turn left into a parking lot. The two vehicles collided in the southbound lane.
O’Sicky drove off the left side of the roadway, striking a 2013 Chevy Silverado, owned by Michael E. Dickerson of New Lexington, pushing it into a 2008 Honda CR-V, owned by Nicole B. Garrett of McConnelsville. Minor injuries were suspected. No citations were issued.
¯ A vehicle was caught on radar traveling 60 mph in a 45 mph zone Saturday at Ohio 550 near Wynwood Drive. A traffic stop on the vehicle bearing West Virginia registration was conducted, identifying the driver as Britnee N. Scarbrough, 509 Buckeye St., Parkersburg. A citation was issued to Scarbrough for speed.
¯ A deputy was patrolling Ohio 7 South on Saturday when he observed a vehicle traveling at a high rate of speed. The deputy turned and attempted to catch the vehicle, while noting additional traffic violations, almost causing a wreck. A second deputy was conducting a traffic stop in the vicinity this driver was driving and she failed to move over for the lights.
A traffic stop was conducted on the vehicle, finding the driver to be Jenna C. Heiby. An odor of alcohol was coming from the vehicle. When asked if Heiby had anything to drink she stated no. Heiby finally stated she had three beers between 9 and 10:30 a.m. An open can of beer was observed in the backseat of the vehicle which was still cold to the touch, which she stated was a week old.
A standard field sobriety test was conducted with Heiby performing poorly. Heiby was transported for a BAC test, which she refused. Jenna Chantelle Heiby, of 29 Townhall Road, Marietta, was placed under arrest and charged with OVI, right of way of public safety equipment, marked lanes and driving under suspension (OVI).
¯ A deputy met Saturday with an individual reporting an assault which took place at 9550 State Route 550. Joshawah Haught had allegedly struck the victim on the buttock. Haught stated that he did slap the victim’s buttock, for no reason, just joking around. A charge of disorderly conduct was filed through Marietta Municipal Court on Joshawah P. Haught, 21, of 499 McGill Road, Vincent.

¯ Lindsay Dannielle Hill, 28, of Newark, was arrested for theft, a misdemeanor.
¯ Brandon Dale Wills, 27, of Newark, was arrested for theft, a misdemeanor.
¯ Nickolaus Sprouse, 25, of Marietta, was arrested for parole violation, a felony.
¯ Brittany Annabelle Science, 22, of Parkersburg, was arrested for probation violation, a misdemeanor.
¯ Sheena Lynn Keys, 31, of New Martinsville, W.Va., was arrested for aggravated menacing, a felony.
¯ Carl Edward Porter, 38, of Belpre, was arrested for probation violation, a felony.
¯ Jeremy Eugene O’Brien, 36, of Cutler, was arrested for theft, domestic violence, breach of recognizance, obstructing official business, and violating a protection order, all misdemeanors; and receiving stolen property, a felony.
¯ Dakota Dee Hines, 30, of Marietta, was arrested for parole violation, a felony.
¯ Amber Lee Haught, 36, of Belpre, was arrested for driving under suspension, a misdemeanor.
¯ Jeremy Ray Braun, 37, of Vincent, was arrested for escape, domestic violence and parole violation, all felonies.
