The Washington County Sheriff's Department released the following reports in March:
March 2:
Deputy Norris responded to Newport Township in reference to a possible menacing complaint.
Deputy Norris was dispatched along with other deputies to Muskingum Township for a report of an active domestic incident. Deputies arrived and met with Johnathan D. Harshbarger and the other party separately. Harshbarger reported this being a verbal argument that did not get physical and wasn't loud. The other party to this incident had a visible scratch to the forehead as well as redness to the throat. The injuries were explained as the scratch being from a cat and the redness from stress, not from any physical altercation. Security cameras were observed and Harshbarger allowed Deputy Norris to view the footage, in which it was clearly visible that Harshbarger was hitting/slapping the other party multiple times, then grabbing them by the throat, and putting them up against the house. Johnathan D. Harshbarger, 35, was placed under arrest and charged with domestic violence.
March 3:
≤ Deputy Gainer was dispatched to State Route 555, Wesley Township, for a report of a stolen dog and television, valued over $1,000, taken by someone known to the owner. It was reported that the homeowner's Yorkshire Terrier and flat screen TV were taken by Isaiah Donavan Mayle. It was confirmed that the items did not belong to Mayle. A warrant is being requested for Mayle, 31, of 151 E. Hubert Ave., Lancaster, on a charge of burglary and theft. The warrant was requested through Marietta Municipal Court and issued to the Sheriff's Office.
March 5:
≤ Sgt. McConnell and Deputy Schwendeman responded to Newport Township for a report of Jordin Romick striking a family member. After arrival and meeting with all parties involved, Jordin Breann Romick, 33, of Newport, was placed under arrest for domestic violence and transported to the Washington County Jail.
≤ Deputy Thornberry responded to Warren Chapel Road to complete a private property crash report. A vehicle driven by a juvenile struck a gas meter belonging to Dominion Energy. Deputy Thornberry was assisting the Belpre PD with an arrest in the Kroger parking lot when he observed a vehicle back up and strike another vehicle in the lot. While Deputy Thornberry was completing his assistance with BPD, the first vehicle left the lot. A private property crash report was completed for the victim of the crash.
≤ Deputy Eichhorn responded to Salem Township in reference to a possible attempted burglary.
≤ Sgt. Painter was dispatched to the Washington County Jail for a report of theft. It was determined that Marchissa S. Sites had been using another individual's phone account. Sites had been allowed to use the phone once by another inmate. However, Sites continued to use her account to make phone calls. The theft amounted to more than $43. Marchissa Sky Sites, 23, of 199 Culver Run Road, Waterford, was charged with theft.
March 6:
≤ Deputy Davis responded to Marietta Township to a report of domestic violence by a juvenile. At the end of the investigation, charges for domestic violence were filed through the Washington County Prosecutor's Office for the juvenile.
≤ Deputy Aultman was dispatched to Decatur Township to a report of violence by a juvenile. At the end of the investigation, charges for domestic violence were filed through the Washington County Prosecutor's Office for the juvenile.
≤ Jail Lt. Timberman was notified that Lori Beth Turner, a current inmate in the Washington County Jail, had a warrant out of Wood County, W.Va., for counterfeiting. Identifiers were verified with the warrant and what Turner had provided upon being booked into jail, and they were found to be a match. A charge of fugitive from justice was filed on Turner, 48, of 1230 East Long St., Columbus.
≤ Deputy Windland was advised that a current Washington County inmate had violated a protection order put in place by Marietta Municipal Court March 6. Dante Julius Taylor-Branch had violated the protection order by contacting the protected party on five occasions via ICSolutions phone services. Taylor-Branch, 30, of 145 Acme St., Marietta, was charged with violation of a protection order.
March 7:
≤ The Washington County Sheriff's Office began an investigation into sexual assault on an adult female.
≤ Deputy Stillson met with a Reno resident in reference to a purse, with all contents, being stolen from a vehicle by someone known to the victim.
≤ Deputy Tullius began an animal abuse investigation in Pioneer Township, Lancaster St., Marietta.
≤ Deputy Tucker began an investigation in Barlow Township in reference to damage done at a vacant residence.
March 8:
≤ While patrolling Ohio Route 7, Belpre Township, Sgt. Painter observed a passenger car traveling at a high rate of speed in the oncoming lane. The vehicle was found to be traveling 96 mph in a posted 60 mph zone and confirmed. A traffic stop was conducted with the driver, Jeremy Haynes. While speaking with Haynes, he said there was a firearm in the center console, as well as marijuana roaches in the vehicle. Haynes was placed in the patrol cruiser while a search of the vehicle was completed. The firearm was located in the center console in a holster with a loaded magazine containing eight (8) 40 cal. bullets loaded in the magazine. Sgt. Painter noted an odor of an alcoholic beverage on or about Haynes' person. When asked about drinking that night, Haynes stated he had four beers, with the last one being approximately 20 minutes prior to the encounter with Sgt. Painter. Haynes submitted to a Preliminary Breath Test and tested 0.139 PBT. Haynes was offered and agreed to take a Standardized Field Sobriety Test, on which he performed poorly. A breath Blood Alcohol Content was conducted at the Belpre PD, where he tested 0.122% g/210L of breath. Jeremy A. Haynes, 39, of 27233 Huckleberry Road, Coolville, was placed under arrest and charged with speed, reckless operation, operating a vehicle while intoxicated and improper handling of a firearm in a motor vehicle.
March 9:
≤ Deputy Peters was patrolling U.S. 50, Belpre Township, when he observed a vehicle bearing Ohio registration with no registration sticker. Dispatch advised there was nothing on file with the license plate. A traffic stop was conducted with the driver, Amanda C. Wigal. An odor of marijuana was coming from inside the vehicle. Wigal was asked if there was anything illegal in the car, with her stating some meth and marijuana. A search yielded 9.78 grams of marijuana and .73 grams of suspected methamphetamine. Wigal was asked numerous times if she had anything illegal on her person, with her stating no. After arriving at the Washington County Jail, jail staff preparing to process Wigal located .49 grams of suspected methamphetamine in her bra. Amanda Cheyenne Wigal, 34, of 4753 Ohio 339, Vincent, was charged with illegal conveyance into a detention facility and possession of drugs.
March 10:
≤ Detective Lt. Smeeks met with a victim where it was reported that on two separate occasions a subject known to her had sexual conduct and contact with her without her consent. This incident occurred in Washington County. The suspect, Holden Shane Bates, 405 Main St., Apt. 2, Caldwell, had committed these acts in February and March.
≤ Deputy Stillson was dispatched to the Par Mar, 38175 Ohio 7, Newport Township, to an employee reporting Joseph Wells stole items from the store March 9. Wells had gone into the store and bought approximately $60 worth of goods. Employees were suspicious that he may have taken some things from the store, other than what he had purchased. After a review of security footage, Wells could be observed placing an item in his jacket pocket. Items purchased were compared with where Wells was in the store, determining that he possibly stole a donut. Contact with Wells was made and he stated that what he put in his pocket was a stack of free napkins. The item seen going into the pocket was brown in color and the only napkins at the business are blue. Charges of theft are being filed on Joseph Franklin Wells, 32, of 401 Main St., New Matamoras.
March 12:
≤ Deputy Stillson was patrolling Ohio 7, Newport Township, when he observed a passenger car traveling at a high rate of speed in the oncoming lane. The vehicle was found to be traveling 70 mph in a posted 55 mph zone, and confirmed. A traffic stop was conducted with the driver, Brianna N. Yeager, 3241 Glendale Road, Cairo, W.Va. A citation for speed was issued to her.
≤ Deputy Tucker responded to 150 Camelot Road, Dunham Township, to a report of Matthew Trezza causing harm to a family member. Trezza had been to the home and became involved in a verbal altercation, finally pushing the victim onto the floor. Trezza then forced the subject into a corner while continuing to argue. The victim tried to fight back but Trezza got behind them, placing his arms around their neck and began to choke them. Witnesses to the incident intervened and assisted Trezza in leaving the area. Deputies responded to the Belpre location where Trezza was. Matthew Jacob Trezza, 27, of 98 Acme St., Marietta, was placed under arrest and charged with domestic violence. Trezza was transported to the Washington County Jail.
March 13:
≤ Deputy Schwendeman began an investigation in Marietta Township in reference to items being removed from a residence.
≤ Deputy Thornberry was dispatched to 700 BF Goodrich Road, Marietta Township, in reference to damage done to the building.
≤ Lt. Smeeks met with Holden Bates at his residence in Caldwell. Bates agreed to speak with officers and was advised of his Miranda Rights. Bates ultimately admitted to sexual activity with the victim on Feb. 23 as well as March 7. Holden Shane Bates, 22, was placed under arrest and charged with sexual battery. He was transported to the Washington County Jail for processing. Bates appeared in Marietta Municipal Court March 14 and was released late on a personal recognizance bond.
March 14:
≤ Deputy Schwendeman began an investigation in Marietta Township in reference to a financial scam utilizing bitcoin.
≤ Deputy Eichhorn began an investigation at Par Mar, Marietta, in reference to a shoplifting report.
≤ Deputy Gainer responded to Dollar General, Barlow Township, to a report of an unknown female, later identified by personal identifiers as "Macy Fuller," shoplifting. Deputy Gainer was advised that the female had just run out the door. Deputy Gainer began chasing the subject, identifying himself as "Sheriff's Office" and ordering her to stop. The female known to him as "Macy" was then apprehended. "Macy" was advised of her rights and confirmed she had purchased items and attempted to steal items. Some of the items were food, which she had consumed. "Macy" advised her purse was still in the store. Once the purse was located, drug abuse instruments were found inside, including needles, spoons, glass pipes and other items. "Macy" was placed under arrest and transported to the Washington County Jail. "Macy" was asked if she had anything illegal on her person because of the conveyance charge once she entered the jail. "Macy" stated that she did not. A plastic container, plastic cut straw, and a clear plastic baggie with a crystalline substance weighing 0.47 grams were located in "Macy's" bra by correction officers. "Macy" stated the substance was methamphetamine. March 17 it was determined that "Macy" had lied about her identity by giving her sister's information. This female was arrested and then identified as Morgan Kay Fuller, 4984 Prairie Lane, Orient, Ohio, however she had already been released from jail. A warrant was requested through Marietta Municipal Court and issued for Morgan Kay Fuller, 25, for theft, possession of a controlled substance, obstruction of official business, possession of drug abuse instruments and conveyance into a detention facility.

≤ Baxter Lee Grimes, 46, of New Matamoras, parole violation, a felony.

March 15:
≤ Lt. Timberman, Washington County Jail, was informed that inmate Kendell Eugene Long Sr., 33, of 4548 Warrensville Center Road, Cleveland, had an active warrant out of the State of Pennsylvania. Charges for being a fugitive from justice were filed on Long.
≤ Deputy Eichhorn began an investigation into a flatbed trailer stolen from Reno.
≤ Deputy Norris was patrolling south in the 27000 block of Ohio 7, Marietta Township, when he observed a vehicle traveling north with only one functioning headlight. A traffic stop was initiated on the vehicle, operated by Lawrence E. Neville Jr., 708 E. Montgomery St., Marietta. Information came back that Neville had a suspended license. Contact was made with Neville and he was issued a citation for driving under suspension.
March 16:
≤ Deputy Stillson began an investigation into stolen household items that were eventually located.
≤ Deputy Davis began an investigation in Watertown Township regarding counterfeit checks being passed.
≤ Jail Lt. Timberman became aware of inmate Jesse Eugene Stoops, 7720 Dowling Road, Perrysburg, having an outstanding warrant out of Wood County for illegal manufacturing of drugs and possession of drugs. Information was checked regarding the warrant and information provided at the time of booking, finding them to be the same subject. A charge of fugitive from justice was filed on Stoops

March 17:
≤ Deputy Schwendeman began an investigation in Marietta Township regarding a fraudulent check being passed for more than $14,000.
≤ Deputy Schwendeman began an investigation into a scam/theft from online accounts.
March 18:
≤ Deputy Derkin was dispatched to Baker Road, Belpre Township, for a dog on the roadway acting aggressively towards an individual running on the roadway. A summons is being requested for Ronald Lee Kern, 65, of 236 Baker Road, Little Hocking, on a charge of failure to restrain.
