May 12:

∫ Deputy Norris began an investigation in Adams Township in reference to a possible assault.

∫ Sgt. Stillson was dispatched to a residence on Williamson Avenue, Grandview Township, to a report of Jarrod O’Neal being on the property after having been evicted by the Marietta Municipal Court on March 20. Jarrod owns the trailer, however the property the trailer sits on belongs to another individual. Witnesses had seen Jarrod enter the trailer, however he had not come back out. Sgt. Stillson attempted to speak with Jarrod, however he would not come to the door. It was also reported that Jarrod and April O’Neal had been back to this location numerous times in the past several weeks. A warrant is being requested through Marietta Municipal Court on a charge of criminal trespassing for Jarrod K. O’Neal, 38, and April D. O’Neal, 34.

May 13:

∫ While on patrol on Ohio 339 at McGill Road, Dunham Township, Sgt. Stillson observed a red Ford Ranger bearing Ohio registration operating on the roadway above the posted speed limit. Speed was confirmed at 69 mph in a posted 55 mph zone. A traffic stop was conducted and the driver was identified as Steven Craig Pottmeyer, 72 Needham Drive, Belpre. A citation was issued to Pottmeyer for speeding.

May 16:

∫ The Southeastern Ohio Human Trafficking Task Force, after meeting with Parkersburg Police Department detectives, began an investigation into activity of a Belpre resident.

May 18

The Human Trafficking Task Force and the Washington County Sheriff’s Office Detective Bureau, along with the Belpre Police Department, executed a search warrant at 107 Colonial Square, Apt. F, Belpre, the residence of Robert Edward Gallagher.

During the search of Gallagher’s computer it was found that on April 27, Gallagher downloaded 66 videos, mostly consisting of prepubescent females being raped by adult men. The names of the videos (PTHC-preteen hardcore) were extremely explicit regarding the content. The PTCH videos are one type that Gallagher admitted to searching for.

Gallagher, 39, was placed under arrest and charged with pandering sexually oriented matter involving a minor, a second-degree felony. Gallagher was taken to the Washington County Jail. He appeared in Marietta Municipal Court and is being held on $15,000 and personal recognizance bonds.

The Southeastern Ohio Human Trafficking Task Force combats Human Trafficking under the Attorney General’s Ohio Organized Crime Investigations Commission. The task force is led by Washington County Sheriff Larry Mincks and includes the Marietta City Police Department, Marietta College Police Department, Washington County Prosecutor’s Office, Noble County Sheriff’s Office, Noble County Prosecutor’s Office, Morgan County Sheriff’s Office, Morgan County Prosecutor’s Office, Monroe County Sheriff’s Office, Monroe County Prosecutor’s Office, Athens County Sheriff’s Office, Athens Police Department, Athens County Prosecutor’s Office, Meigs County Sheriff’s Office, and the Meigs County Prosecutor’s Office.

Tyreese Kobie Hunt, 22, Belpre, probation violation, a misdemeanor; and domestic violence, a felony.

Leslie Nicole Goodnight, 40, Belpre, domestic violence, a misdemeanor.

Carrie Esther Maine, 40, Athens, aggravated possession of drugs, a felony.

Andrew Joe Lucas, 48, Kent, Ohio, probation violation, a felony.

Walker James Kubala III, 30, Sistersville, probation violation, a misdemeanor.

Taisha Jean Byrd, 33, Columbus, probation violation, a felony.

Cody Alan Fetty, 34, West Union, W.Va., illegal assembly or possession of chemicals for the manufacture of drugs, a felony.

Kathryn Dallas Hornbeck, 22, Belpre, probation violation, a felony.

Dustin Bradley Harlow, 29, Belpre, importuning, a felony; and disseminating matter harmful to juveniles, a misdemeanor.

Stacy Adam Bennett, 56, Mingo Junction, Ohio, illegal processing of drugs documents, a felony; and theft, a misdemeanor.

Sheldon Omondi Menya, 29, Parkersburg, criminal trespass and disorderly conduct, both misdemeanors.

April Dawn O’Neal, 34, New Matamoras, criminal trespass, a misdemeanor.

May 15:

∫ Deputy Ullom began an investigation into the theft of money.

∫ Sgt. Parks began an investigation into a dog bite in Belpre Township.

May 16:

∫ Deputy Windland served a protection order in Muskingum Township and recovered the necessary items.

∫ Deputy Norris began an investigation into a stolen cell phone.

May 17:

∫ Deputy Thornberry completed a private property accident report on Beach Drive, Belpre Township. John Sink was backing from a driveway when he backed into a City of Belpre vehicle.

∫ Deputy Eichhorn observed a U-Haul truck traveling south on I-77, Marietta Township. Numerous traffic violations were observed and a traffic stop was conducted. The driver, Ralph H. Faulkner, 4566 East 104th St., Cleveland, was issued a citation for no seat belt and a warning citation for lanes of travel.

May 18:

∫ Deputy Gainer began an investigation into a stolen homemade trailer in Muskingum Township.

May 19:

∫ Deputy Tucker began an investigation into a stolen Polaris Magnum 4 wheeler from Newport Township.

∫ Deputy Ullom, along with other WCSO deputies, responded to Ohio 555, Decatur Township, Cutler, to a domestic violence incident involving Corey Hunter. Hunter allegedly jumped on the victim and began choking them. Hunter then grabbed their arms, pushing them up against the wall. Bruising was observed on the victim. Hunter fled the scene prior to law enforcement arriving. A warrant was requested and issued through Marietta Municipal Court for Hunter, 42, 8945 Ohio 555, Cutler, on a charge of domestic violence.

May 20:

∫ Deputy Young began an investigation into stolen guns in Marietta Township.

May 21:

∫ Deputy Peters was on patrol in Pioneer Township, Washington Street when he observed a traffic violation. A traffic stop was conducted and contact was made with the occupants. When asked if there was anything illegal in the vehicle Tiffany Radabaugh stated she had a bubble (glass smoking pipe) on her. K9 Timmy conducted a sniff around the vehicle at that time and indicated on the driver door. A search of the vehicle yielded suspected methamphetamine found in property belonging to Radabaugh. Tiffany R. Radabaugh, 34, 714 Grafton St., Parkersburg, was placed under arrest and charged with possession of drugs (meth). Radabaugh was taken to the Washington County Jail for processing.

May 21:

∫ While working at the Washington County Jail, Corrections Officer Kunze was assaulted by Kelly Jane Farnsworth. Officers were attempting to move Farnsworth because she refused to clean her cell, causing unsanitary conditions.Officers told Farnsworth to leave all items in the cell as she would be issued clean linens and uniform. Farnsworth had a bath towel on her head and refused numerous commands to remove it. Officer Kunze removed the towel from her head and Farnsworth immediately turned in an aggressive manner and lunged at Officer Kunze, grabbing his uniform and hand. Farnsworth was immediately secured. A charge of assault was filed on Farnsworth, 35, 609 Elm St., Apt. B, Belpre.

May 21:

∫ Deputy Windland responded to Wesley Township in reference to Charles Woodall being in an argument that had escalated into Woodall making threats to shoot an individual. The victim left the residence and met with Deputy Windland. Later the same day Deputy Winland placed Charles Ray Woodall, 39, 600 Hill Road, Cutler, under arrest for domestic violence and aggravated menacing. Woodall was taken to the Washington County Jail.

∫ Deputy Norris began an investigation in Decatur Township regarding numerous items being removed from a property. Those items included tools, welding equipment and a toolbox.

∫ Deputy Ullom was on patrol in Dunham Township. Following a traffic stop one of the occupants was found to have an active warrant out of Athens County. The subject was placed under arrest on that warrant.

∫ Working at the Washington County Jail, CO Skidmore was assaulted by Wesley Duane Lincoln. Officers were moving Lincoln to another cell, with Lincoln disobeying orders to gather his belongings. Lincoln continued to disobey the orders given to him by correction staff. Lincoln wanted to speak with a supervisor and was advised that if time permitted he could. Lincoln picked up his shower shoes and threw them against the wall at one point. Lincoln began arguing and yelling profanities to CO Skidmore and CO Doak. Lincoln became more agitated when they arrived at the lockdown cell. CO attempted to close the door, at which time Lincoln rushed the door with his mattress and other jail items, forcing the door open. An attempt to gain control of Lincoln was made and he was ordered to back away from the door, however he did not comply again. CO Skidmore attempted to control Lincoln by placing her hands on his upper torso. Lincoln struck CO Skidmore in an attempt to break her contact with him. Lincoln was charged with assault.

May 22:

∫ Deputy Derkin began an investigation in Muskingum Township, where a resident had more than $8,000 in fraudulent charges taken from his bank account.

∫ Deputy Harlow completed a private property accident report for Maria Fisher, Beverly, whose vehicle struck a parked vehicle.

∫ Deputy Derkin began an investigation into a Job and Family Services card being used by a subject other than the intended party.

∫ Sgt. Stillson was dispatched to Waterford Township in reference to prescription medication being taken and destroyed.

May 23:

∫ Sgt. Stillson was dispatched to River Road, Muskingum Township in reference to a subject doing donuts in the parking lot. Sgt. Stillson met with David Benjamin Goldberg, who said he had done a few donuts. Goldberg was cited for operation off street or highway in willful or wanton disregard of the safety of persons or property.

∫ Codey Dallas Maze, a current Washington County Jail inmate, was found to have an active warrant out of Magistrate Court in Wood County. The warrant was for failure to appear on a domestic battery charge. Maze was identified by his Social Security Number and date of birth and was found to be the individual wanted by W.Va. A charge of fugitive from justice was filed on Maze.

May 24:

∫ Deputy Peters was on patrol when he conducted a traffic stop on a vehicle with fictitious registration. The driver, Jassandra C. Johnston, was operating the vehicle on a suspended license.
