PARKERSBURG — Two Parkersburg men accused of soliciting minors via computer were part of 18 indictments charging 20 individuals handed down Monday by a special session of the Wood County Grand Jury.

Christopher Allen Dooley, 23, currently being held at the North Central Regional Jail, was indicted on charges of soliciting a minor via computer and traveling to engage the minor in prohibited sexual activity; use of obscene matter with the intent to seduce a minor, obstructing an officer, kidnapping and three counts of second-degree sexual assault from November 2021 and March 2023.

In the criminal complaint from Wood County Magistrate Court, Parkersburg Police reported the suspect believed he was messaging a minor. It turned out the person on the other end of the messages was a Parkersburg Police detective.

The kidnapping and sexual assault charges stem from November 2021, although the victim only recently came forward, police reported. That case was being investigated by a different detective, independent of the alleged solicitation.

Robert Patrick Garcia, 29, currently in custody at the North Central Regional Jail, was indicted on charges of soliciting a minor via computer, five counts of use of obscene matter with the intent to seduce a minor and seven counts of distributing and exhibition of material depicting minors engaged in sexually explicit conduct from January 2023 and March 2023.

Garcia allegedly used Messenger and SnapChat to communicate with a female he believed to be 15 years old, spoke about engaging in sexual activities with her and sent multiple pictures of his face and male genitalia, Parkersburg police reported. The teenager to whom he thought he was talking turned out to be an investigator with the Parkersburg Police Department.

The other indictments handed down Monday include:

* Daniel Armando Banales, 44, North Central Regional Jail, was indicted on charges of making terroristic threats in May 2023.

* David Kyle Blassingame, 30, North Central Regional Jail, was indicted on charges of possession of a stolen vehicle and use of altered registration in May 2023.

* Ernest Wade Boley, 44, 286 Robinson Hill Road, Marietta, was indicted on three counts of receiving or transferring a stolen vehicle, two counts of grand larceny, two counts receiving or transferring stolen goods and false pretenses from December 2021 to May 2023.

* Nathan Scott Brannon, North Central Regional Jail, was indicted on three counts of a deadly weapon on school grounds from May 2023.

* Co-defendants Jeffrey Darrin Deaton, 41, 1042 Core Road, Parkersburg, and Tonya Gail White, North Central Regional Jail, were indicted on three counts of possession of a controlled substance with an intent to deliver, conspiracy to commit possession of a controlled substance with an intent to deliver, transporting a controlled substance onto the grounds of a jail from May 2023.

* Derek Paul Fore, 50, North Central Regional Jail, was indicted on charges of strangulation, malicious assault, kidnapping, sexual abuse in the first degree and attempted sexual assault in the first degree from June 2023.

* Quinton McKinley Gaskins, 32, North Central Regional Jail, was indicted on 12 counts of wanton endangerment involving a firearm from April 2023.

* Gina Nicole Hand, 54, North Central Regional Jail, was indicted on breaking and entering, attempted grand larceny, seven counts of petit larceny, and impersonating a police officer, second offense from April 2023.

* Charles Francis Hardin, 54, North Central Regional Jail, indicted on charges of possession of controlled substance with intent to deliver and maintaining a vehicle for using, keeping, or selling controlled substances from March 2023.

* Robert Eugene Hickman, 63, 3209 Elm Street, Parkersburg, was indicted on 21 counts of distribution and exhibition of material depicting minors engaged in sexually explicit content from April 2023.

* Mathis Eugene Johnson, 40, North Central Regional Jail, was indicted on charges of possession of a controlled substance with intent to deliver, possession of a controlled substance, fleeing from a police officer, and obstructing an officer from April 2023.

* Joseph Lynn Lowther, 44, North Central Regional Jail, was indicted on a charge of second-offense possession of a controlled substance with intent to deliver from May 2023.

* Kamya Monay Murphy, 20, North Central Regional Jail, was indicted on four counts of counterfeiting from May 2023.

* Ashley L. Ohse, 40, North Central Regional Jail, was indicted on a count of grand larceny from April 2023.

* Thomas Eugene Stevens III, 43, North Central Regional Jail, was indicted on four counts of possession of a controlled substance with intent to deliver and a count of possession of a controlled substance from April 2023 to May 2023.

* Co-defendants Regina Ann Tanner, 44, North Central Regional Jail, and Carles Ray Ward, 35, 1519 15th St. Parkersburg, were each indicted on three counts of second-offense possession of a controlled substance with intent to deliver and a count of second-offense conspiracy to commit possession of a controlled substance with intent to deliver from May 2023.
