3 min read

Feeling the heat of summer utility bills? Washington-Morgan Community Action may be able to help!

Available Energy Assistance Programs include the Summer Crisis Program, Percentage of Income Payment Plan (PIPP), Home Energy Assistance Program (HEAP), and water bill assistance.

The Summer Crisis Program (SCP) can help eligible households that are facing disconnection of their electric, have already been disconnected, are in default on their PIPP payments or need to enroll in PIPP for the first time.

SCP can also help those with a household member age 60 or older and those with documented medical conditions that need electric/air conditioning for their health. SCP can also provide an air conditioner or fans to eligible households (*limited supply).

Eligible households can receive up to $500 if they are a customer of a regulated utility, or $800 if they are a customer of unregulated utilities such as electric cooperatives and municipal utilities.

The assistance is applied to their utility bill, or to purchase an air conditioning unit or fan, or pay for central air conditioning repairs. Ohioans must have a gross income at or below 175% of the federal poverty guidelines to qualify for assistance.

For a family of four the annual income must be at or below $52,500.

The electric utility bill must be in the name of an adult household member (or landlord). SCP can help with the cost of transferring service into a household member's name.

PIPP is an income-based payment plan for regulated utilities such as Dominion gas or AEP. If eligible, the plan can make your monthly gas and/or electric bills based on either 5% or 10% of your household income. To enroll in PIPP, the utility bill(s) must be in the name of an adult household member.

Our Water Bill assistance program, the Low-Income Household Water Assistance Program, can help by making a one-time payment toward your water/waste-water(sewer) bill.

It can pay to prevent disconnect or restore service and can now also help by paying your current monthly bill with no disconnect is required! Water bill assistance can only help one-time between 10/1/22--9/30/23.
