PARKERSBURG -- The Wood County Commission awarded a contract to fix the roof on the Mid-Ohio Valley Health Department on Thursday.
Commissioners Blair Couch and Jimmy Colombo voted to award the contract to Sutter Roofing in Clarksburg for $88,400. Commissioner Bob Tebay recused himself due to a personal relationship with one of the other companies that bid on the job.
Wood County Maintenance Supervisor Todd Nonamaker told commissioners the roof was in poor condition and recent heavy rains caused leaks. The building is located at 211 Sixth St. in downtown Parkersburg.
The roof is a rubber membrane fiberglass reinforced tar roof, which has dried, exposing the fiberglass in several areas, Nonamaker said. It was incorrectly reported before in news reports that he wanted to replace it with something similar, he said.
Nonamaker told commissioners on Thursday that he wants to replace it with a rubber membrane that can be overlaid on the top of the old roof.
Tebay said he would not want to put a rubber membrane over the existing roof without it being looked at first to see if it was suitable to do so. Nonamaker said some core samples were taken.
"If we are putting down a rubber membrane roof, the existing roof does not have to come off," Nonamaker said. "They overlay a high density chipboard over top and then lay the rubber roof over that."
Officials asked about flashing, where thin pieces of impervious material are installed to prevent water from being able to pass into a structure from a joint or another barrier system.
"It would have to be addressed when the new roof goes on," Nonamaker said. "They will have to do new flashing around the perimeter."
Officials discussed the merits and disadvantages of hiring a local company or one from outside the Mid-Ohio Valley as well as a company's ability to come back and handle issues one the initial job is done. However, they felt they needed to go with the best price for the taxpayers.
Sutter's bid included a 20-year warranty.
The other bids were $91,116 from Murray Sheet Metal of Parkersburg with an additional cost of $2,439 figured for sand, primer/paint and chimney caps and $141,610 from Tri-State Roofing in Davisville.
The commission owns the building the health department operates out of and handles major repairs. Since it is their building, commissioners doubt they will get any help paying for the roof from the other counties and municipalities the health department serves.
The health department serves Calhoun, Pleasants, Ritchie, Roane, Wirt and Wood counties.
In other business, the commission unanimously appointed Chris Swarr to the Wood County Alternative Transportation System Council.
The commission unanimously appointed Jill Parsons and Roger Brown to the Mid-Ohio Valley Regional Airport Authority.
