Marietta council committees look at legislation

Marietta City Council’s Employee Relations and Finance committees had a joint meeting Monday night to discuss legislation for Thursday night's regular council meeting.

Budget Director Mitch Dimmerling stated that he will be allocating funds once a quarter instead of waiting until the end of the year and will be requesting emergency legislation to be brought up at Thursday night's meeting.

Dimmerling also discussed the addition of leasing eight vehicles for the Water and Sewer Departments, because "the city is at the decision point of whether to move forward or not."

He also mentioned the administration was asking permission to amend the master lease agreement for the vehicles.

Finance committee chairman Mike Scales, 4th Ward Councilman, said they would be able to make emergency legislation to take care of the decision by the end of March and stay on a quarterly basis for the Water and Sewer fund.

The committees also discussed the change of title for the former Operations Manager to Collections Foreman. They requested legislation for minimal changes within the job description for Collections Foreman.

Wastewater Superintendent Ryan Boley said the changes to the job include the person being involved with the everyday operations of the Wastewater Plant and will mostly be collections and lift stations.

In other business, the Finance committee discussed several transfers and appropriations:

≤ Unappropriated funds from the General Fund to the General Fund for Police Uniform & Clothing Allowance for $8,065 to fund the additional uniform and clothing allowance expenses approved in the new FOP contract.

≤ Unappropriated funds from the Parking Lot Fund to the Parking Lot Fund for Uniform & Clothing Allowance for $235 to fund the additional uniform and clothing allowance expenses approved in the new FOP contract.

≤ Unappropriated funds from the Water Fund to the Water Fund for Water Administration for $5,824 to fund homeowner repairs due to the water shutoff incident.

Scales said it wasn't going to be paid out of the water fund until the council finds out details on the incident.

Dimmerling said the administration took care of the matter and resolved the issue.

≤ Unappropriated funds from Capital Improvements to Capital Improvements for Buildings and Other Structures for $28,835 for the 304 Putnam ADA Compliance Project, a change order for contactless doors and water fountains.

The expense will be reimbursed through the Marietta Health Department's Enhanced Operations 23 Grant.

≤Unappropriated funds in the amount of $3,116.48 from the General Fund to the General Fund for Police for Sandra & Sylvia Young's Donation Fund for $796.48 and Fire for Sandra & Sylvia Young's Donation Fund for $2,320.

≤ Unappropriated funds from the 262 Local Indigent Driver Fund to the 262 Local Indigent Driver Fund for Contractual Services for $20,000. The request is for Indigent

Driver Intervention program fees and Indigent Ignition Interlock Installation and Monitoring Fees.

Another piece of legislation was also discussed by Employee Relations chairwoman Cassidi Shoaf regarding limiting coverages for spouses who are married to city employees to the city only covering one policy per married couple. Shoaf stated she would be requesting that legislation and it would be around "a $60,000 savings to the city in lieu of recent information on the financial constraints of the city and would be a valid way to save money for citizens."

The next regular Marietta City Council meeting will be at 7:30 p.m. Thursday, in room 10 at the Armory.
