Marietta Police Reports

The Marietta Police Department released the following reports in March:

Feb. 25

¯ Tina L. Barcelli, 62, was arrested on a charge of OVI.

Feb. 28

¯ Stacie L. Mullins, 45, was arrested on a charge of OVI.

March 1

¯ An officer was dispatched to U-Haul at 502 Pike St. in reference to a theft complaint. Store employees reported a vehicle having its gas tank drilled and fuel stolen. Closed-circuit TV footage and statements were collected.

¯ Dana L. Casto, 38, was arrested on a charge of second-offense OVI.

¯ Gregory A. Morrow, 31, was arrested on a charge of refusing OVI testing.

¯ Bradley A. Lightfritz, 45, was arrested on a charge of third-offense OVI.

March 3

¯ An officer began an investigation into falsified doctor’s notes being submitted to Washington County Common Pleas Court.

¯ An officer observed a vehicle parked in the public roadway in the 200 block of Vine Street that was failing to display registration and had the vehicle towed.

¯ A woman laying on the sidewalk in the area of Putnam Street at Front Street was given Narcan and responded. She was taken to Marietta Memorial Hospital for medical attention.

March 4

¯ Police were dispatched to CVS Pharmacy at 131 Pike St. at 9:25 a.m. following reports of a suspicious male wearing all black. The man was identified as Robert J. Huffman, 44, who had attempted to return an item without a receipt and became belligerent. CVS Staff requested that Huffman be trespassed. Huffman was located and trespassed but returned to the location at 10:11 a.m. and was then taken into custody. Huffman was charged with trespass and taken to the Washington County Jail.

¯ Police responded to a possible drug complaint at 5:27 p.m. Upon arrival, police spoke to the complainant, who stated that a family member had been there earlier in the day and threw away plastic baggies in the garage that had white residue in them. The baggies were collected and taken to the police department to be destroyed.

March 5

¯ At around 2 p.m. a police unit was dispatched to Marietta Memorial Hospital in reference to a complaint of abuse. Upon arrival, police spoke with a juvenile and their grandmother about the abuse. The case remains under investigation.

¯ At 4:28 p.m., a Marietta resident came to the Police Department to report an incident that caused her concern for her safety and the safety of another person. The report was taken and information was collected and passed along to the proper authorities.

March 6

¯ At 4:19 p.m. police were dispatched to 907 Colegate Drive in reference to a theft. Upon arrival, police spoke with the victim who stated he had a package delivered by FedEx, but when he checked the package was gone.

March 7

¯ At 2:02 a.m., police were flagged down by an employee at the Second Street Speedway. The employee stated they felt uncomfortable and did not want a female inside of the store. The adult female is stated as homeless and had no money for food. Police transported the individual to the Police Department and provided her with food. While at the station, the woman pulled a fire alarm and was then ordered out of the building. A warrant has been requested for criminal mischief.

¯ At 9:53 a.m., a man entered the police department to file a complaint that his 42-year-old son was missing. The son was located the next day.

¯ At 3:31 p.m., police received a court order from Washington County Common Pleas Court to take a man to Marietta Memorial Hospital for a mental evaluation.

¯ At 4:12 p.m., police responded to 119 Strecker Hill in reference to an active breaking and entering. Upon arrival, it was found that Carl E. Rouse, 47, had entered the property without permission to do so. When the homeowner arrived, she found Rouse sitting in her living room.

¯ At 5:01 p.m., police were dispatched to a residence in regard to a complaint of telephone harassment and disseminating material harmful to children.

¯ At 11:40 p.m., John A. McElroy, 23, was charged with OVI.

March 9

¯ At 3:15 p.m., police responded at headquarters in reference to a temporary protection order violation. After investigation, Dominick M. Beaver, 21, was arrested and taken to the jail.

¯ At 10:29 p.m., police were dispatched to Walmart in reference to a theft that occurred at 8:15 p.m. The male suspect walked out of the store with a $268 generator without attempting to purchase it.

March 10

¯ At 8:02 a.m., police were dispatched to Kroger in reference to a theft report. Store employees advised officers of a recurring theft by a customer. Kroger identified 19 different instances of this customer failing to scan all items, totaling to $611.

March 11

¯ At 1:33 p.m., police were dispatched to 226 Broughton Avenue in reference to a structure fire. No persons were seriously injured but two other residences were damaged from the heat and winds, officers secured the scene and made contact with the homeowners.

¯ At 7:43 p.m., officers responded to a loud argument originating from the 300 block of Gilman Ave. Officers located a man and a woman. It was learned that Shawna R. Hall, 29, had an active warrant for failing to appear on a disorderly conduct charge. Hall was arrested without incident and was taken to the county jail.

March 12

¯ At 3:17 p.m., police were dispatched to a report of two people involved in a fight in Muskingum Park. Kolton W. Clifton, 19, and Alex C. Armistea, 26, were both issued citations for disorderly conduct by fighting.

March 13

¯ At 2:35 p.m., police were contacted by the Marietta High School principal in reference to a 15-year-old female student having an alcoholic beverage in a water bottle and consuming it throughout the day. Police spoke to the student and she admitted to having alcohol in the water bottle. Charges were sent to juvenile court for underage consumption.

March 14

¯ At 4:48 p.m., police were dispatched to Walmart in reference to a theft complaint. Upon arrival, officers made contact with loss prevention employees and Garrett D. Wichterman, 31. Wichterman was observed failing to scan $243 in Propel Water and Pokemon cards. The loss prevention also advised they had turned up ten additional dates in which he had stolen a total of $1,000 in items. Wichterman was charged with 11 counts of theft and was released from the scene on a personal recognizance bond.

March 15

¯ At 8:19 p.m., police responded to 126 Walker Street in reference to a warrant check. Police made contact with Nicholas A. Webb, 45, and arrested him on a warrant for driving under suspension. Webb was transported to the county jail.

March 17

¯ At 11:52 a.m., police were dispatched to 104 Linwood Avenue in regard to a burglary. Upon arrival, police made contact with the victim who advised an unknown individual entered through the front door and stole multiple items.

¯ At 7:58 p.m., police were dispatched to the 500 block of Pike Street in reference to a person requesting a squad to transport him to Marietta Memorial Hospital for a psychiatric evaluation. Officers completed a blue slip.

March 18

¯ At 9:56 a.m., police responded to Bridgeport Equipment at 15 Acme St. in reference to a theft of almost $400 in merchandise on Feb. 21. A statement and video footage of the theft were obtained. The suspect was identified, and the investigation proceeded.

¯ At 10:22 a.m., police investigated a sexual assault complaint regarding juveniles.

March 19

¯ At 7:23 p.m., police responded to the 100 block of Front Street in reference to an assault. Through investigation it was learned that Angela Rene Vincent, 40, struck a male victim with a closed fist, which led to a minor laceration above the left eye. Police later arrested Vincent at the Marietta Red Roof Inn on the charge of assault.

March 20

¯ At 2:17 p.m., a man reported his vehicle was intentionally damaged while parked at Lowe’s. This is believed to connected with a road rage incident that happened days earlier.

¯ At 8:31 p.m., police responded to Columbia Care Marijuana Dispensary, 313 Greene St., in reference to a male passenger in a vehicle brandishing a firearm. It was learned that Alphonso Johnson, 35, and his girlfriend were “testing” the laser on the pistol inside the vehicle while they waited for her marijuana order. It was learned that the pistol is legally owned by the female. Both were educated about firearm handling. Johnson was arrested on a warrant from Belpre for engaging in prostitution.

March 21

¯ At 8:41 a.m., police were contacted by the vice principal of Marietta High School in reference to a fight between two female students in the girls’ bathroom. Summonses for both students for disorderly conduct fighting were to be sent to Washington Juvenile Court.

March 22

¯ At 11:11 p.m., police were dispatched to 801 Fifth St., Apt. B, in reference to a male opening a window to the apartment from the outside. Police met with the caller and she advised she knew the male who opened her window. The male was to be summonsed for criminal mischief.

¯ At 9:54 p.m., police investigated a report of a suspicious male in the parking lot of Settlers Bank, 115 North Third St. Kyle S. Anderson, 32, was cited for an open container and released.

March 23

¯ At 12:53 p.m., police responded to the Speedway at 423 Second St. in reference to an alarm complaint. While investigating, police observed a male, later identified as Kyle S. Anderson, 32, behaving disorderly and threatening a man while in the parking lot of Speedway. Police arrested Anderson on a charge of disorderly conduct. It was learned he had also stolen a drink containing alcohol from Speedway. As a result, he was also charged with theft.

March 24

¯ At 12:52 p.m., police assisted the parking enforcement officer while he had a vehicle towed for multiple violations in the 800 block of Clifton Street.

¯ At 4 p.m., two privately owned trees were blown over, causing a power line to be ripped from a pole and a vehicle to be struck and damaged.
