Wood County Grand Jury indicts Parkersburg man Monday for alleged kidnapping

PARKERSBURG — A Parkersburg man who was arrested in July for allegedly kidnapping his fiancee was one of 13 people indicted Monday by a special session of the Wood County Grand Jury.

James Ryan Andrews, 40, currently in custody of the North Central Regional Jail, was indicted on charges of kidnapping and battery.

On July 27, Wood County Sheriff’s deputies were dispatched to the area of Valley Mills Drive in Parkersburg in regards to Andrews trespassing on the property. Officials reported he confronted his fiancee, Jessica Ruble, and forcibly removed her from the property and fled the area in a white two-door convertible.

Sheriff’s detectives later found the suspect’s vehicle at a location in Belpre. With the assistance of the Belpre Police Department, Andrews was taken into custody without incident, officials said, adding Ruble was located at the scene without injuries.

Ruble was also arrested on another unrelated warrant and is in the custody of the Washington County Sheriff’s Office.

The other indictments handed down Monday included:

¯ Tyler Alan Baxter, 30, currently in custody of the North Central Regional Jail, for third-offense shoplifting, burglary and petit larceny from July and August.

¯ Jeffrey Eugene Everett, 64, and Kathy Jo Gandee, 54, both currently in custody of the North Central Regional Jail, for distribution and display to a minor of obscene material and conspiracy to commit a felony from September.

¯ Ronald Todd Grimm, 37, Parkersburg, for two counts of strangulation, two counts of domestic battery, harassment violating a protective order and four counts of violating a protective order from October 2023 to September 2025.

¯ Malik Jerome Howard, 27, currently in custody of the North Central Regional Jail, for three counts of retaliation against a public official, obstructing an officer, two counts of battery of a law enforcement officer, assault on a law enforcement officer and possession of a controlled substance from August.

¯ Johnathan Patrick Lott, 32, currently in custody of the North Central Regional Jail, for charges of kidnapping and domestic assault from July.

¯ Gurmel Lyman McDonald, 38, currently in custody of the North Central Regional Jail, for charges of malicious assault and domestic battery from October.

¯ Gary Wayne Paris Jr., 53, currently in custody of the North Central Regional Jail, for charges of burglary, grand larceny and breaking and entering from September.

¯ Andrew James Strock, 45, currently in custody of the North Central Regional Jail, for intimidation against a public official, retaliation against a public official, second-offense battery of a law enforcement officer, obstructing an officer, reporting a false emergency, transporting a controlled substance onto the grounds of a jail and damage of equipment used by emergency responders from September.

¯ Desean Lestat Turner, 24, currently in custody of the North Central Regional Jail, for assault and two counts of retaliation against a public official from September.

¯ Rebecca Jane Wilson, 38, currently in custody of the North Central Regional Jail, for child abuse resulting in injury and domestic battery from July.

¯ Luka B. Yakim, 34, currently in custody of the North Central Regional Jail, for two counts of retaliation against a public official from September.
