One county-wide levy passed, another failed and a third’s result won’t count after Washington County residents went to the polls Tuesday.

A five-year, 0.85-mill senior services replacement levy passed with 58.48% of voters in favor, while a 3.6-mill replacement levy to support the Washington County Board of Developmental Disabilities was rejected, with 52.87% opposed.

A procedural error in the ballot language for the five-year, 1-mill county library levy renewal means it will have to appear on a future ballot, though 54.36% of voters supported it.

Two Marietta City Council incumbents were unseated, while a former member returned to office.

Challenger Jeffrey Schulteis defeated 1st Ward Councilman Mike Scales 212-172 in a matchup of independent candidates.

In the 4th Ward, Republican Ron Wesel defeated Councilwoman Erin O’Neill, a Democrat, by a margin of 321-286.

After 2nd Ward Councilman Bret Allphin did not run for reelection, Democrat Katie McGlynn returned to council, where she previously served 14 years, with a 302-131 victory over Republican Janet Bond.

Treasurer Cathy Harper, Council President Susan Vessels, 3rd Ward Councilman Bill Gossett and at-large council members Jon Grimm, Harley Noland and Ben Rutherford were unopposed in their bids for reelection.

All Belpre City Council seats were unopposed, as were the auditor and treasurer races.

Three seats were on the ballot for the Marietta City Board of Education, going to Cody Parman, the only incumbent running, with 2,350 votes; followed by Steven Taylor Huffman with 2,345 votes and Chriss Fennell with 2,181. The fourth candidate, Annika Miller, got 2,002.

Incumbents Mike Miller and Fred Meredith received the most votes for the three seats on the Belpre City Board of Education, with 744 and 735, respectively. Incumbent Mollie Haught was third with 634, 31 ahead of newcomer Jordan Jewett. With 76 provisional ballots countywide, the race is mathematically too close to call.

A Board of Elections official said the precincts from which those ballots came will be determined today.

Incumbent Johnna Zalmanek was reelected to one of three open seats on the Fort Frye Local Board of Education. Rodney West was the top vote-getter with 781 votes, followed by Zalmanek with 708 and Joe Prieto with 629. Mary Weinstock received 376 votes. There were 552 write-in votes cast. Dawn Spurr was the only official write-in candidate, but they were not all necessarily for her.

Three new members were elected to the Frontier Local Board of Education with no incumbents running. Maggie D. McConnell and Jeanne Marie Kerns received 584 and 581 votes, respectively, while Brenda D. Wilson got 479. That should be enough to secure her the third seat over Rachele Slonaker, who received 424. Amanda Wolfe and Ivy Ferrell got 374 and 263 votes, respectively.

There were two seats on the ballot for the Wolf Creek Local Board of Education, won by Shawna M. Landaker with 498 votes and incumbent Scott R. Lang with 432. There were two official write-ins, Travis Schaad and Neil Huck, and a total of 340 write-in votes.

Four seats on the Warren Local Board of Education were unopposed. Three candidates, incumbent Bob Crum, Clifford Pettey and incumbent Bob Allen, a write-in, were unopposed in their bids for full four-year terms. Incumbent Stacy Greenup, appointed to the board in early 2024, was the only candidate running to complete that term.
