Washington-Morgan Community Action offers Winter Crisis Program to help residents keep heat on

By Staff Reports 2 min read

MARIETTA - The Home Energy Assistance Winter Crisis Program is available through March 31 to help alleviate the cost of home heating for income-eligible Ohioans.

The program assists Ohioans facing service disconnection, those who have already been disconnected, individuals needing to establish new service and those required to pay for service transfer, according to a release from Washington-Morgan Community Action, which administers the Ohio Department of Job and Family Services effort locally. It also supports households with 25% or less of bulk fuel in their tank so they can maintain service.

Qualifying households must have a gross annual income at or below 175% of the federal poverty level to receive the one-time assistance. For a family of four, that is $57,750, the release said.

To apply, appointments are required and can be scheduled by calling 740-370-1328 or going to https://app.capappointments.com/. Interviews can be completed in person or by phone. Applications can also be started online.

Applicants must bring copies of the following documentation to their appointment:

• Proof of U.S. citizenship or legal residency for all household members.

• Copies of their most recent energy bills (gas and electric).

• A list of all household members and proof of income for the last 30 days or 12 months for each member.

• Proof of disability, if applicable.

Energy bills must be in an adult household member's name. If bills are in the landlord's name, proof of responsibility for payment of the energy bills must be provided.

Households served by a regulated utility must sign up for the Percentage of Income Payment Plan (PIPP) or another payment plan if an outstanding balance remains on the energy bills after receiving assistance.
