The Washington County Grand Jury indicted 14 people this week, including a Belle Valley man who was charged in two separate cases.
In the first case, Timothy J. Steed, 38, last known address of 222 Main St., Belle Valley, was indicted on one count of abduction, one count of having weapons while under disability and one count of failure to comply with an order or signal of a police officer, all third-degree felonies.
According to Marietta Police reports, while traveling west in the 700 block of Glendale Road on Nov. 16, two patrolmen attempted to initiate a traffic stop on a white Ford Mustang for fictitious registration. The vehicle failed to stop and a pursuit ensued. The pursuit went through Marietta, out Fort Harmar Drive and to Bender Road, where the vehicle suffered mechanical failures and the pursuit ended.
The driver, Timothy James Steed, was taken into custody. A 9mm handgun was found in the center console of the vehicle, along with ammunition. Two other occupants were also in the vehicle and were later released after questioning. Steed was charged with abduction as a passenger was not allowed to leave the car as requested.
In the second case, he was charged with one count of receiving stolen property, a fourth-degree felony. He obtained a vehicle belonging to Patricia Jane Neff in October
The grand jury also indicted:
¯ Tony Campbell, 43, of Belpre, was indicted on one count of felonious assault, a second-degree felony, and one count of domestic violence, a first-degree misdemeanor. In October, he allegedly assaulted a woman at his home.
¯ John D. Pugh, 40, of 128 Franklin St., Marietta, was indicted on one count of trespass in a habitation, a fourth-degree felony, and one count of criminal damaging or endangering, a second-degree misdemeanor. On Nov. 8, Pugh allegedly broke into 132 Franklin St. and damaged the property.
¯ Marcus R. Holloway, 34, of 6787 Ellis Road, Stockport, was indicted on one count of having weapons while under disability, a third-degree felony, and one count of improperly handling firearms in a motor vehicle, a fourth-degree felony. In a traffic stop Oct. 5 near milepost 10 on Interstate 77, he was allegedly found with a loaded firearm in his vehicle.
¯ Rick R. Butler, 27, who is incarcerated at Lorain Correctional Center, was indicted on three charges, including one count of possession of a fentanyl-related compound and one count of trafficking in a fentanyl-related compound, both second-degree felonies; and one count of tampering with evidence, a third-degree felony.
In July 2019, Butler and two others were arrested after a traffic stop north of milepost 7 on I-77. He was allegedly found with 14.3982 grams of the drug.
¯ Kerri Osborne, 37, of 1106 Red Oak Road, Charleston, W.Va., was indicted with Rick Butler on three charges, including one count of possession of a fentanyl-related compound and one count of trafficking in a fentanyl-related compound, both second-degree felonies; and one count of tampering with evidence, a third-degree felony.
In July 2019, Butler, Osborne and another were arrested after a traffic stop north of milepost 7 on I-77. She was allegedly found with 14.3982 grams of the drug.
¯ Franklin W. Spradlin, 45, of 1106 Red Oak Road, Charleston, W.Va., was indicted with Rick Butler and Kerri Osborne on one count of possession of a fentanyl-related compound and one count of trafficking in a fentanyl-related compound, both second-degree felonies. He was also indicted on one count of permitting drug abuse, a fifth-degree felony. He allegedly allowed Butler and Osborne to abuse drugs in his 2007 Ford Fusion.
¯ Antwan M. Gowans, 31, of 631 Fifth St., Marietta, was indicted on one count of forgery and one count of theft, both fifth-degree felonies. He allegedly wrote a check payable to himself on his account with Belpre Savings Bank dated June 16, 2020, in the amount of $2,500. The account the check was written on was closed July 26, 2018. He also allegedly stole $1,340.41 from Wesbanco Bank.
¯ Jeremy F. Harris, 42, of 202 36th St. Apt. B, Parkersburg, was indicted on two counts of forgery and one count of theft, all fifth-degree felonies. In September 2019, he reportedly cashed a check payable to himself on an account from Timberyard Brewing Company in the amount of $2,450. He allegedly cashed a cashiers check from First Community Credit Union of St. Louis, Mo., in the amount of $2,340 in February 2020. On those two dates, he allegedly deprived The Riverview Credit Union of $2,324.
¯ David L. Bigley II, 25, of 1005 Front St., Marietta, was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. He failed to appear in Washington County Common Pleas Court on Dec. 15 for a final pretrial hearing.
¯ James Tyrone Pugh, 46, of 1118 15th St., Clarksburg, W.Va., was indicted on one count of failure to appear as required by recognizance, a fourth-degree felony. He failed to appear in court in September for sentencing.
¯ Ryan Neil Cisler, 29, of 2865 Reynolds Run, Newport, was indicted on one count of possession of marijuana, a minor misdemeanor. The indictment stems from an arrest in early December at his home.
¯ Todd M. Allman, 49, of 167 Turner Drive, Belpre, was indicted on two fourth-degree felony counts of operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI. He was arrested in mid-December in Belpre after driving intoxicated. Within 10 years of the offense, he was previously convicted of three similar offenses – in August 2012, April 2013 and August 2015. Subject to forfeit is a 2015 black Dodge Ram.
