Belpre drug bust ends in arrests

Nine people were arrested on multiple charges and methamphetamine and suspected fentanyl were recovered by city, county and state law enforcement officers Tuesday in Belpre.

The actions were the result of an investigation by the Ohio Organized Crime Investigations Commission and Washington Monroe Morgan Noble Major Crimes Task Force, whose agents executed a trio of search warrants with the help of the Washington County Sheriff’s Office Special Response Team and the Belpre Police Department.

“Our department’s … been watching all three locations for about six months,” Belpre Police Chief Terry Williams said. “They were all intertwined.”

The searches were conducted early Tuesday afternoon at 704 Elm St., Apt. 7; 812 Moore Ave.; and 809 Brentwood Ave. in Belpre.

Allen Dale Ball, 39, was arrested at his Elm Street residence on a felony parole violation, a fifth-degree felony count of possession of drugs and a second-degree misdemeanor count of obstructing official business, according to a release from the Washington County Sheriff’s Office. He was being held without bond at the Washington County Jail on the parole violation.

Also arrested at the Elm Street location was Isaac Kealoha Mausali, 24, homeless, last known address 1505 Washington Ave., Parkersburg, on a parole violation warrant from the West Virginia State Police, Williams said. He was being held without bond on that warrant.

Paula Jean Walker, 34, of 812 Moore Ave., was arrested on Belpre Police warrants for a fourth-degree felony charge of possession of fentanyl, fifth-degree felony counts of possession of heroin and possession of drugs and misdemeanor counts of illegal use or possession of drug paraphernalia, obstructing official business, possession of drug abuse instruments, driving under suspension and a tail light violation. Her bond was set at $11,000.

Jordan Michelle Beebe, 30, and Michael John Lewis, 31, both also of 812 Moore Ave., were each charged with one fifth-degree felony count of permitting drug abuse. They were released on personal recognizance bonds.

Marcus Allan Brown, 25, of 2025 16th St., Parkersburg, was arrested at the Moore Avenue location and charged with possession of fentanyl.

The amount of suspected fentanyl recovered was 3.5 grams, the sheriff’s release said.

Daulton Steven Self, 33, of 809 Brentwood Ave., was charged with fifth-degree felony counts of permitting drug abuse and possession of drugs (0.82 grams of meth). He was released on a personal recognizance bond.

Bobbie Sue Davis, 36, 19 High St., Vincent, was arrested at Self’s residence on a fourth-degree felony charge of theft and a fugitive from justice warrant stemming from a Parkersburg Police Department warrant for failure to appear for sentencing on a charge of possession of methamphetamine with intent to distribute, according to information from the sheriff’s office and Williams. She was being held without bond.

Autumn Christina Wells, 37, 708B 30th St., Parkersburg, was also arrested at the Brentwood Avenue location on a warrant for fifth-degree felony identity theft out of Gallia County, Ohio. She was also being held without bond.

Williams called Tuesday’s arrests a step in dealing with the city’s drug problem.

“Every little bit we can do helps,” he said, adding that there are still other houses the department is monitoring for drug activity.

The department and the Washington County Sheriff’s Office both received information about the houses in question, and officers had even stopped people in possession of drugs going to and from the locations, Williams said. But it took time to gather enough evidence to obtain the search warrants, he said.
