Deputy Peters began an investigation in Belpre Township regarding a stolen 1991 Volvo. The vehicle was later recovered in St. Albans, W.Va.
Feb. 17
Washington County Sheriff's Office received a BOLO from the Noble County Sheriff's Office, advising James R. McKown had fled their deputies in a 1993 Lincoln Town Car. The alert also advised McKown possibly brandished a firearm and attempted to run over a deputy with his vehicle. Deputy Kehl responded to the Macksburg area and began patrolling for the suspect vehicle. While on Mechanic Street, a vehicle matching the description of the suspect vehicle passed Deputy Kehl. A traffic stop was tried once it was confirmed it was the suspect vehicle. McKown continued on Main Street, even though Deputy Kehl was using overhead lights and audible sirens. McKown eventually traveled south on Ohio 821 and continued to evade visible and audible signals to stop his vehicle, traveling approximately 7.8 miles further. During this pursuit, McKown reached speeds of 70 mph in a 55 mph zone. McKown also showed no regard to persons or property while traveling in both lanes of travel and running off the road several times. Once on Highland Ridge Road at Cats Creek Road, Aurelius Township, McKown rammed a Noble County Sheriff's Office patrol car while attempting to flee. His vehicle eventually spun out of control and landed over an embankment in the 19000 block of Ohio 821. James Ray McKown, 36, of 38797 Goose Run Road, Dexter City, was arrested and transported to the Washington County Jail, charged with felonious assault and failure to comply with the order or signal of a police officer.
Feb. 18
Deputy Gainer began an investigation in reference to animal cruelty in Wesley Township.
Deputy Kehl met with Jordan Stewart, 1308 Williamson Ave., Apt. 4D, Grandview Township, who reported harassment by juveniles in the area. Stewart stated he is constantly harassed by these juveniles, stating they are trying to make him angry. Another call was received from a subject stating that Stewart had attempted to steal an item from a juvenile. After speaking with all subjects with information on these incidents, it was determined that Stewart would be charged with disorderly conduct. A summons is being requested for Stewart through Marietta Municipal Court.
Sgt. Painter, while patrolling the 15000 block of Ohio 550, Warren Township, observed a passenger car traveling slower than the pace of traffic, with a white light emitting from the rear marking lights, and committing marked lanes violations. A traffic stop was conducted and the driver was identified as Sylvia L. Judge. A strong odor of marijuana was coming from the vehicle. Judge was asked if there was marijuana in the vehicle, with her stating she had one "joint", which she produced. The "joint" appeared to have been burnt. When asked if she had smoked marijuana recently, Judge stated she did about an hour prior to the encounter with her. Judge stated that she was still feeling the effects of the marijuana when asked. Judge was found to have bloodshot, glassy eyes and her motor functions were slow and exaggerated. When asked to submit to a test, Judge declined. At that time Sylvia Judge, 23, 717 River View, Belmont, W.Va., was placed under arrest and transported to the Washington County Jail. Judge was read the Bureau of Motor Vehicles 2255 and she agreed to submit to a urine test. A citation was issued to Judge for operating a vehicle while under the influence, and marked lanes violation.

¯ Dusty Lynn Ferguson, 35, Vienna, WV, aggravated possession of drugs, a felony.
¯ Dayou Mae Sedaekon Bruce, 21, Shaker Heights, Ohio, possession of drugs, a felony.
¯ Michael Anthony Gunther, 29, University Heights, Ohio, contempt of court.
¯ Scott Michael Mickens, 47, Stone Creek, Ohio, OVI and vandalism, both felonies, possession of drugs, a misdemeanor.

Feb.19
Deputy Thornberry responded to the Washington County Jail, Westview Avenue, in regards to an assault of a corrections officer by an inmate. Evidence revealed Jessica Strode was taken out of her cell to be placed into a restraint chair due to her earlier actions. The corrections officer asked Strode what she had in her mouth, with Strode spitting in the officer's face. A charge of assault on an employee within a corrections facility was filed on Jessica Fawn Strode, 38, 204 Seventh St., Beverly.
Deputy Kehl and Lt. Hunter were dispatched to 1308 Williamson Ave., Grandview Township, to a report of Jordan Stewart being outside the apartment yelling and beating on the apartment door. Officers met with Stewart at his residence and asked what the issues were.
Stewart stated he had to find out what his neighbor's "beef" was. Stewart confirmed he was outside yelling at his neighbor and confirmed he was arguing with the same person as last night, when fficers had to respond. Jordan R. Stewart, 23, 1308 Williamson Ave., Apt. 4D, New Matamoras, was transported to the Washington County Jail and charged with disorderly conduct.
While patrolling in the area of Muskingum Drive and Linwood Avenue, Pioneer Township, Deputy Eichhorn observed a red GMC pickup truck bearing Ohio registration commit a traffic violation. A traffic stop was initiated and the vehicle turned onto Pennsylvania Ave., accelerating rapidly out of a turn and eventually pulled off the roadway coming to a stop on a pedestrian sidewalk. Contact was made with the driver, Jason Fleeman. An odor of alcohol emitted from the vehicle. Fleeman's eyes appeared to be glassy and there were several open alcoholic containers on the floorboard of the vehicle. Fleeman was asked if he had consumed any alcoholic beverages this date and he stated roughly two beers approximately two hours prior to this stop. Fleeman was asked to complete field sobriety tests, which he executed poorly. Jason Christopher Fleeman, 43, 38350 Cats Creek Road, Macksburg, was placed under arrest and transported for a BAC test. Fleeman tested .0103 g/21OL. Fleeman was charged with operating a vehicle while under the influence, and turn signal violation. Fleeman was processed into the Washington County Jail.
Feb. 21
Deputy Windland was dispatched to 2346 Ohio 550, Par Mar, Wesley Township, to a report of Anthony Hill passing a counterfeit bill on Feb. 15. Deputy Windland was provided with the counterfeit bill, which was immediately confirmed to be counterfeit due to the printing "This note is for motion picture purposes, it is not a legal tender" on the bill. Employees stated they knew it was Hill who passed it due to him being the only customer with a $100 bill. Surveillance video revealed the subject, Hill, whom Deputy Windland was familiar with due to prior dealingsl. Hill purchased two packs of cigarettes worth $18.22, and received $81.78 in change. A warrant was requested and issued for Anthony Trent Hill, 33, 1154 Patten Mills Road, Cutler, through Marietta Municipal Court on a charge of theft and counterfeiting.
