A Lowell man was indicted Wednesday by the Washington County Grand Jury on pornography charges involving a minor.

Ralph Dobbins, 56, 1025 Tick Hill Road, was accused of charges including: pandering sexually oriented material involving a minor or impaired person, fourth-degree felony; the illegal use of a minor or impaired person in a nudity-oriented material or performance, fifth-degree felony; engaging in prostitution, a first-degree misdemeanor; and telecommunications harassment, a first-degree misdemeanor.

The grand jury charged Dobbins with purchasing, receiving or possessing material around May 31 of a minor engaging in sexual activity and “did recklessly induce, entice or procure another to engage in sexual activity for hire in exchange for him giving anything of value to the other person.”

He is scheduled to be arraigned at 11 a.m. July 19 before Judge John M. Halliday in Washington County Common Pleas Court.

The grand jury indicted 15 people on Wednesday. The others were:

¯ Victor Carpenter, 56, Mt. Zion. W.Va., failure to comply with an order or signal of a police officer, third-degree felony.

¯ Desiree Jane Hickel, 33, 23979 Moyis Road, Coolville, receiving stolen property, fourth-degree felony; driving under suspension, first-degree misdemeanor; operating a motor vehicle with an invalid license, fourth-degree misdemeanor; driving in marked lanes or continuing lines of traffic, minor-degree misdemeanor.

¯ Kelly Jane Farnsworth, 35, 609 Elm St., Belpre, assault, third-degree felony.

¯ Kayla Dawn Rachelle Bell, 31, 6280 Lost Pavement Road, Washington, W.Va., theft, two counts, fifth-degree felony.

¯ Shaun Allen Griffin, 39, 112 Knox St., Marietta, aggravated possession of drugs, second-degree felony; possession of drugs, first-degree misdemeanor.

¯ Penny M. Banky, 69, 644 Madison Ave., Parkersburg, aggravated possession of drugs, fifth-degree felony.

¯ James Ronald Allen Jr., 37, 170 Newells Run Road, Newport, two indictments: aggravated possession of drugs, third-degree felony. and aggravated possession of drugs, second-degree felony; tampering with evidence, third-degree felony; aggravated trafficking of drugs, second-degree felony.

¯ David Adam Johnson, 38, 631 Sixth St., Marietta, grand theft, fourth-degree felony; forgery, fourth-degree felony.

¯ Claude David Allen, 31, 3666 State Route 93, Kitts Hill, Ohio, failure to appear as required by recognizance, fourth-degree felony.

¯ Amy Dawn Brown, 44, 2715 Fairlawn Ave., Parkersburg, failure to appear as required by recognizance, fourth-degree felony.

¯ Seth Taylor Venham, 41, 1060 Sugar Run Road, Marietta, failure to appear as required by recognizance, fourth-degree felony.
