¯ Derik Michael Wittekind, 31, Mooresville, N.C., fugitive from justice, probation violation and contempt of court, all misdemeanors; and sex offender failure to verify address, theft and sex offender failure to notify change of address (two counts), all felonies.
¯ Mahala Layne Richards, 22, 2305 Oak St., Parkersburg, theft, criminal trespass and possessing drug abuse instruments, all misdemeanors.
¯ Chelsea Marie Curry, 34, Newport, breaking and entering, a felony.
¯ Joseph Franklin Wells, 32, New Matamoras, breaking and entering, a felony; and probation violation, a misdemeanor.

¯ June 27 C/O Lt. Timberman became aware of a warrant for the arrest of Derik Michael Wittekind, an inmate at the Washington County Jail. The warrant from Wood County was for failure to appear. Information was checked and confirmed. A charge of fugitive from justice was filed on Wittekind, 31, 142 Colonial Ridge Circle, Apt. 18, Mooresville, N.C.
June 27
¯ Deputy Davis began an investigation in Aurelius Township, where a subject was scammed out of approximately $1,000. The caller pretended to be with the Washington County Sheriff's Office and gave the actual name of a deputy who works at WCSO.
¯ Deputy Davis responded to the area of Briggs Hill Road for a complaint of trespassing. Heather Koffel had left before the officer's arrival and returned to her home. Deputies responded to 665 Calder Ridge Road and made contact with Koffel, who was seated in her vehicle. Koffel immediately became agitated and displayed disruptive behavior towards the officers, yelling and cursing because flashlights were shining in her eyes. Sgt. Parks informed Koffel that officers were called about the incident on Briggs Hill Road and they were there to speak with her about it. Koffel began to raise her voice and curse at Sgt. Parks and Deputy Davis, as she was briefly explaining what had happened on Briggs Hill Road. Koffel's behavior was very animated and belligerent and she was advised that she would be arrested if her behavior continued. Deputies attempted to explain the situation to Koffel, advising her that it was requested that she not return to the Briggs Hill Road residence. Koffel interrupted the deputy and would not allow him to finish the statement, continuing to curse and raise her voice. Sgt. Parks informed Koffel at that time she was under arrest. Koffel initially did not comply with orders to open and unlock her door. Eventually, however, the driver's door was opened and Koffel was taken into custody. Heather Marie Koffel, 46, was charged with disorderly conduct (cease and desist) and taken to the Washington County Jail.
June 28
¯ Deputy Young was made aware of a possible theft in the Sheets Run Drive, Grandview Township, area. The property owner said nobody had permission to be on the property or to take items from it. Two vehicles were located in the driveway of the residence and voices coming from the home could be heard. Deputy Young made contact with Joseph Wells and Chelsea Curry. Both subjects were escorted out of the residence. Curry was found to be carrying a Bible and a bag of chips. She later stated those did not belong to her. The property owner advised he did not know the two and they did not have his permission to be in the residence or on the property. The property owner viewed the property and noted several items to be missing, along with the residence being ransacked. Chelsea Marie Curry, 34, 34401 Ohio 7, Newport, and Joseph Franklin Wells, 32, 401 Main St., New Matamoras, were both placed under arrest and charged with breaking and entering.
¯ While on patrol, Sgt. Painter observed a passenger vehicle traveling at a high rate of speed on Ohio 7, Warren Township. Speed was confirmed at 96 mph in a posted 60 mph zone. Jacob B. Campbell, 50470 Osborne Road, Reedsville, was issued a citation for speed.
¯ While on patrol, Sgt. Painter observed a passenger vehicle traveling at a high rate of speed on Ohio 7, Belpre Township. Speed was confirmed at 85 mph in a posted 60 mph zone. Nicholas J. Brenneman, 5 E. Market St., Mount Union, Pa., was issued a citation for speed.
¯ Deputy Schwendeman responded 170 Newell's Run Road, Newport Township, about an Ohio license plate being stolen from a vehicle. The vehicle had been on the property, disabled, since last summer. Previous records showed that a known subject has been stopped while driving vehicles with this Ohio tag. Charges may be forthcoming.
¯ At approximately 8:15 p.m. the dispatcher center received a call from an unknown male asking law enforcement to respond to 128 Third St., Waterford Township. The caller refused to provide more details and hung up. A call-back was made and the subject refused to provide information about what was happening and hung up again. Dispatch spoke with the male four times, with him hanging up each time. Lt. Brown, along with other deputies, responded to the address and contacted a male who said he was the person who called. He was asked if there was an actual fight and he said "No." The male also denied he ever reported there was an altercation. The male still refused to explain what had happened and ordered deputies off the property. While trying to talk to him he became disorderly. Numerous firearms were observed in the truck beside the male. He was placed in handcuff restraints and advised he was under arrest. He was then placed in a patrol cruiser's back seat and was identified as Randy Craig Tompkins II. Deputies met with two juveniles who were also on the property. They explained they had been looking inside vehicles on the property without permission. While doing so, the male (Tompkins), who is unknown to them, approached them and asked about what they were doing. The juveniles stated at one point Tompkins had a long gun on his person and sat on a car hood while talking to them. The juveniles denied he ever threatened them or pointed the firearm at them. The juveniles also admitted they have been to the property before, without permission, looking in cars. The two juveniles will be summoned for trespassing through juvenile court. Tompkins stated he had one beer that day. He also said he had not wanted the Sheriff's Office to respond; he only wanted the Beverly Police Department to respond to scare the kids. Tompkins, 35, 286 Fairway Drive, Beverly, was charged with making false alarms, obstructing official business and using weapons while intoxicated.
June 29
¯ Deputy Gainer and Sgt. Stillson responded to a Warren Township residence to a report of an argument at the residence. Deputies contacted Dustin and Amy Strahler. After completing the investigation Amy Jolleen Strahler, 46, was placed under arrest for domestic violence.
¯ Deputy Derkin responded to 816 Luke Chute Road, Waterford Township, to a report of Howard Warren Guinn stealing items from their residence. Deputy Derkin was told that Guinn had been staying at the home since approximately May 5, with permission. It was then reported that items began missing from the home, including jewelry and Vietnam commemorative items. When the homeowner asked about the items, Guinn reportedly made threatening statements. A warrant was requested through Marietta Municipal Court and issued for the arrest of Howard Warren Guinn, 52, address unknown, for aggravated menacing.
