Marietta City Council adopted several ordinances and resolutions as well as thanked some retirees during its last regular meeting of the year Thursday night at the Marietta Armory in Room 10.
Nine ordinances were declared to be of an emergency nature and expedited to adoption, along with one regular ordinance. Six resolutions were also declared to be an emergency and adopted as well as three regular resolutions.
The nine emergency ordinances and one regular ordinance were:
≤ An emergency ordinance to vacate portions of unimproved right-of-way located in Marietta known as Ash Avenue, an unnamed alley bordered by Buckeye Avenue, North Hart Street, Elmwood Avenue and Pike Street, being real property owned by Wetz Properties, LLC.
≤ An emergency ordinance to amend an ordinance passed on Nov. 2 to change the allocation of indirect cost reimbursement from a yearly to quarterly amount to transfer $92,431.50 as reimbursement from the Street Maintenance and Repair Fund to the General Fund.
≤ An emergency ordinance to amend an ordinance passed on Nov. 2 to change the allocation of indirect cost reimbursement from a yearly to quarterly amount to transfer $23,213.00 as reimbursement from the Capital Improvement Fund to the General Fund.
≤ An emergency ordinance to authorize and direct the Mayor to enter into a Memorandum of Understanding between the Washington County Commissioners and the City of Marietta for the Connecting Residents on Safer Streets (CROSS) Marietta Project, as well as an ordinance for the project management of the planning and design of CROSS.
≤ An emergency ordinance to ratify the tentative agreement entered into between the City of Marietta and the International Brotherhood of Teamsters Local No. 637.
≤ An emergency ordinance to amend Chapter 507, Cemeteries, of the Codified Ordinances of the City of Marietta by enacting Section 507.04, no person shall allow for the interment of human remains within the corporate limits of the City of Marietta other than in existing cemeteries public or private, any person who violates this provision shall be subject to $1,000 fine and imprisonment of six months; and amending Section 507.99 for the health and well being of the City of Marietta. This ordinance was adopted on a 6 to 1 vote.
≤ An emergency ordinance to amend Section 161.04 of the Codified Ordinances of the City of Marietta relating to health insurance benefits for non-union employees and officials of the City of Marietta.
≤ An emergency ordinance to authorize and direct the Director of Public Safety and Service to enter into a Planning Document and Study Review Agreement on behalf of the City of Marietta with American Structurepoint Inc.
≤ An ordinance to appropriate and/or transfer 36 funds.
The six emergency resolutions and three regular resolutions were:
≤ An emergency resolution authorizing and directing the Mayor and/or Director of Public Safety and Service to apply to the Inflation Reduction Act (IRA) Urban Forestry Grant in the amount not to exceed $125,000 through the Ohio Department of Natural Resources.
≤ Four separate emergency resolutions authorizing the City of Marietta to acquire one to two tax parcels of real property located within the City of Marietta which are delinquent tax properties and were unsold at the Washington County Sheriff's Delinquent Tax Property Sale.
≤ An emergency resolution authorizing the City of Marietta to authorize Marietta Main Streets 2024 Landscape Plan for Downtown Marietta, Ohio Project and to authorize financial support for this project.
≤ Three separate resolutions to express the appreciation of the Marietta City Council to Steve Elliot (35 years of service), Darren Shane Cochran, and William Farnsworth for their service to the citizens of the City of Marietta as an employee of the City of Marietta and a member of City Council for Farnsworth.
≤ An emergency resolution authorizing and directing the Mayor, or his approved designee, to enter into contract with McKay Lodge Conservation Laboratory to initiate the first steps in creating a bronze replica of the Start Westward Monument. This resolution was adopted on a 6-1 vote.
Two emergency ordinances were tabled for a third reading and adoption. Those included ordinances to amend ordinances 278 and 279 Title Five – Land Development Chapter 1152 and 1153 of the Codified Ordinances of the City of Marietta pertaining to the Definitions.
The Marietta City Council President, Mayor, and Members of Council shared words of appreciation for Farnsworth, other retirees, and Geoff Schenkel for their service and welcomed Fourth Ward Seat Erin O'Neill and At-Large Member Ben Rutherford as well as wished all those attending a Merry Christmas and a Happy New Year.
Council will hold several special council meetings, if necessary, the week of Dec. 26. The next regularly scheduled council meeting will be Jan. 1, along with the swearing in of new and old council members, in Armory Room 10.
