After another traffic offense was observed, a traffic stop was initiated in Belpre Township. A check on rear seat passenger Phineas Chaplain revealed a warrant issued by U.S. Marshals. Chaplain then admitted he was in possession of concealed paraphernalia used to smoke fentanyl. The vehicle was searched and two small vials with methamphetamine were located in the belongings of front seat passenger Amandaria Haseleu’s belongings. Haseleu admitted the substance was meth. Also located was a large baggie of an unknown white powdery substance, suspected to be narcotics, near where Haseleu was seated. The baggie later weighed in at 23.35 grams. Haseleu denied knowledge of the substance, but later stated she hid it upon seeing the patrol car. Gainer exited the patrol car and immediately heard the occupants yelling inside the vehicle due to the driver spilling a drink. Both occupants were ordered to exit the vehicle, and a probable cause search was initiated after finding burnt aluminum foil strips on the driver-side floor. A needle was found to have been discarded on the side of the road. Curtis Carper admitted that he threw the needle out of the vehicle prior to stopping. The other occupant stated Carper also threw a small black container out the passenger side of the vehicle, which is what caused the drink to spill. The area was checked, and the container, containing 1.36 grams of suspected meth, was found. Carper denied it belonged to him. Curtis A. Carper, 45, 3505 Elm St., Parkersburg, was taken to the Washington County Jail, where he was charged with possession of drugs.

Miller said she bought her vehicle in Nevada about four months ago and has yet to have it registered. However, the tag was in a state of disrepair and the information on the tag contradicted Miller’s timeline. The information/tag could not be authenticated due to the tag’s condition. Shanna L.
