Washington County Grand Jury indicts 30
A Waterford man was indicted on more than two dozen combined rape and child pornography charges this week by the Washington County Grand Jury.
His co-defendant is a Charleston woman authorities say assisted with and engaged in acts with one victim under the age of 10.
Michael W. Gossett, 49, 3616 Milner Road, Waterford, was indicted on seven counts of first-degree felony rape and six counts of second-degree felony illegal use of a minor in nudity-oriented material or performance, in addition to 12 counts of pandering sexually oriented matter involving a minor, six second-degree and six fourth-degree felony charges.
According to court documents, the incidents took place between 2003 and 2008 and involved three different children between the ages of 2 and 11.
Laurie Beth Phan, 42, last known address 827 Main St. A, Charleston, was indicted on four counts, including one first-degree felony count of rape. The indictment says that between Jan. 1, 2003 and Dec. 31, 2005, she and Gossett engaged in sexual conduct with a child who was between 3 and 6 in that span.
Phan was also indicted on two counts of complicity in the commission of an offense, a first-degree count for rape and a second-degree count for pandering. She also faces a second-degree felony count of endangering children.
Local authorities learned of the case after federal investigators found “troubling photographs” of one of the victims online, Washington County Prosecutor Nicole Coil said. Technology was used to simulate what the child would look like today, which led to her identification as a Washington County resident.
“We were able to interview her,” Coil said.
From there, other victims were disclosed and interviewed, ultimately leading to Gossett being questioned and confessing, she said.
The Washington County Sheriff’s Office conducted the investigation.
Gossett and Phan were among 32 people indicted by the Grand Jury, including Noah Boyd Six, 24, and Shila Kathryn Day, 22, both of 240 Hillcrest Drive, Apt. 30, Marietta. Six and Day were indicted on charges of involuntary manslaughter and reckless homicide, felonies of the first and third degrees, respectively, in the death of their 5-month-old daughter from apparent starvation, as well as charges of permitting child abuse and endangering children.
Also indicted were:
≤ David Tyler Benson, 33, 105 Camden Ave., Parkersburg, was indicted on charges of compelling prostitution, a third-degree felony; disseminating matter harmful to juveniles, a first-degree misdemeanor; and aggravated possession of drugs, a fifth-degree felony from January.
≤ Justin Michael Haris, 39, no address listed, was indicted on charges of strangulation, a third-degree felony; domestic violence, a fourth-degree felony and obstructing official business, a second-degree misdemeanor, all in January.
≤ Travis Lee Cutshaw, 30, 35 Parkville Drive, Parkersburg, was indicted on eight counts of fourth-degree felony theft of drugs from January.
≤ Kristofer Robert Layne Eye, 40, 10895 Dalzell Road, Apt. A, Lower Salem, Ohio, was indicted on four counts of rape, a first-degree felony; 10 counts of pandering sexually oriented matter involving a minor or impaired person, a fourth-degree felony; two counts of gross sexual imposition, a third-degree felony; and one count each of tampering with records, failure to provide notice of change of address and complicity in the commission of an offense, all third-degree felonies. The rape and gross sexual imposition charges include a sexually violent predator specification. The incidents allegedly occurred in 2011, 2014, 2015 and 2023.
≤ Kevin Matthew Lohoefener, 38, 311 Third St., Beverly, was indicted on one count of third-degree felony strangulation, one count of fourth-degree felony strangulation and one count of domestic violence, a first-degree misdemeanor, all from January.
≤Christopher Allen Ridgeway, 43, 107 ½ Main St., New Matamoras, was indicted on one count of aggravated possession of drugs, a fifth-degree felony, from November.
≤ Jared Raman Washburn, 43, 60 Lottridge Road, Coolville, was indicted on fifth-degree felony counts of breaking and entering and theft, a third-degree misdemeanor count of littering and a fourth-degree misdemeanor count of criminal trespass, all from December.
≤ Jasha Alexandria Gillard, 18, no address listed, was indicted on a fifth-degree felony count of identity fraud and a first-degree misdemeanor count of furnishing false information to an officer issuing a traffic ticket from November.
≤ Rodney Duane James, 56, 1178 Burnfield Road, Vincent, was indicted on four counts of rape, a first-degree felony; counts of sexual battery, a third-degree felony; and four counts of gross sexual imposition, a fourth-degree felony. The alleged incidents took place between September 2015 and February of this year and involved a family member whose ability to resist or consent was substantially impaired.
≤Brendon Bernard Watts, 28, 472 Catlin Drive, Richmond Heights, and co-defendant Regis Dashan Adkins, 33, 11140 Cheyenne Trail, Apt. G, Parma, were indicted on combined charges of two counts of aggravated trafficking in drugs, a first-degree felony; one count each of trafficking in a fentanyl-related compound, possession of a fentanyl-related compound, trafficking in cocaine and possession of cocaine, first-degree felonies; and aggravated trafficking in drugs and aggravated possession of drugs, third-degree felonies, all from February.
Watts was also indicted on failure to comply with an order or signal of a police officer, a third-degree felony, and felonious assault, a second-degree felony, from February. The indictments also listed a criminal gang activity specification, major drug offender specifications and specifications for forfeiture of money in a drug case.
≤ Alexander Ray Rector, 21, 329 Third St., Marietta, was indicted on one count of having weapons while under disability, a third-degree felony; unlawful sexual conduct with a minor and corrupting another with drugs, both fourth-degree felonies; and disseminating matter harmful to juveniles, a fifth-degree felony from December. The indictment also listed a specification for forfeiture of a weapon under disability.
≤ David Allen Rummer, 60, 177 Rummer St., Lowell, was indicted on one count of aggravated possession of drugs, a fifth-degree felony, from January 2023.
≤ Tyler Gene Hall, 21, 26115 State Route 7, Marietta, was indicted on one count of failure to provide notice of change of address, a third-degree felony, from December to January.
≤John Benjamin Vineyard, 40, 844 Green St., Apt. 2, Marietta, was indicted on two counts each of aggravated trafficking in drugs and aggravated possession of drugs, third-degree felonies; two counts of trafficking in a fentanyl-related compound, fourth- and fifth-degree felonies; and two counts of possession of drugs, a fifth-degree felony, from October.
≤ Co-defendants Justin Brian Hines, 27, homeless, and Ethan Wade Ash, 35, 1365 Gilman Ave., Marietta, were indicted on a combined count of aggravated trafficking in drugs and aggravated possession of drugs, third-degree felonies; and one count each of trafficking in cocaine and possession of cocaine, fifth-degree felonies, from December. Hines was also indicted on one count of aggravated trafficking in drugs, a third-degree felony, from December.
≤ In a separate case, Hines and Vineyard were indicted on a combined count of aggravated possession of drugs, a second-degree felony, and illegal conveyance of drugs of abuse onto grounds of a specified governmental facility, a third-degree felony, from October.
Vineyard was also indicted on counts of aggravated trafficking in drugs, a second-degree felony, and aggravated possession of drugs, a fifth-degree felony, from October.
≤ Co-defendants Crystal Lynn Williams, 35, 207 1/2 E Montgomery St., Marietta, and Hines were indicted on combined counts of aggravated possession of drugs, a third-degree felony, and possession of a fentanyl-related compound, a fourth-degree felony, from August.
* In two separate cases, Hines was indicted on counts of aggravated possession of drugs, a fifth-degree felony; possession of a fentanyl-related compound and trafficking in a fentanyl-related compound, fourth-degree felonies; aggravated possession of drugs and aggravated trafficking in drugs, third-degree felonies, from August to November.
≤ Co-defendants Charles Edward Haught III, 40, 1902 Sandhill Road, Marietta, and Joshua Scott Gibson, 39, last known address of 49 Phoenix St., Parkersburg, were indicted on combined counts of grand theft, a fourth-degree felony; and breaking and entering, a fifth-degree felony, from January 2023.
Haught was also indicted on counts of aggravated trafficking in drugs and aggravated possession of drugs, second-degree felonies; trafficking in cocaine and possession of cocaine, fifth-degree felonies; and receiving stolen property, a fourth-degree felony, from June. Gibson was also indicted on a charge of grand theft, a fourth-degree felony, from January 2023.
≤ Michael George Fries, 59, 523 Second St., Marietta, was indicted on one count of grand theft, a fourth-degree felony, from April.
≤Denise Rena Strode, 51, 266 Muskingum Drive, Apt. D, Marietta, was indicted on counts of illegal conveyance of drugs of abuse onto grounds of a specified governmental facility, a third-degree felony, and possession of drugs, a first-degree misdemeanor, from June.
≤ Shamen Rayne Thomas, 23, 2715 Danas Run Road, Newport, was indicted on one count of grand theft of a motor vehicle, a fourth-degree felony, from January.
* Co-defendants Alfred Henry Martin III, 37, 23979 Moyis Road, Coolville; Michael Ray Atikinson, 42, 24761 Brimstone Road, Coolville; and Victor Woodrow Jones, Jr., 45, 6251 Frost Hill Road, Athens, were indicted on counts of theft from a person in a protected class, a second-degree felony; breaking and entering, a fifth-degree felony; and grand theft of a motor vehicle, a fourth-degree felony. Co-defendant Thomas Nicholas Jordan, 29, last known address 4861 N. Torch Road, Coolville, was indicted on two counts of receiving stolen property, a fourth-degree felony.
