Lowell woman arrested in connection with child endangerment incident

A Lowell resident was arrested in connection with a toddler found walking alone in the Lowell area.

Emily Lowers, of Lowell, was arrested Monday and charged with child endangerment after authorities found a toddler walking alone and in poor condition near Fourth Street in the village.

According to arrest records, deputies were dispatched to the area around 12:15 p.m. Monday after a concerned citizen reported seeing a small child wandering the streets of Lowell near Lowell Elementary School, unsupervised.

The child, later identified as “LH” and estimated to be about 2 years old, was described as “very dirty” and wearing a soiled diaper.

The toddler was taken to a nearby hospital for evaluation while law enforcement began searching for a guardian.

The search led officials to a residence in the village, where Lowers was identified as the responsible adult.

Multiple agencies responded to the call, including the Washington County Sheriff’s Office and the Lowell Police Department.

Reports indicate that eight deputies and several emergency squads from Beverly-Waterford, Devola, and Lowell-Adams were dispatched to the scene.

A preliminary public hearing for Lowers is scheduled for July 9 at 1 p.m.
