Man who allegedly abducted woman caught in Belpre

PARKERSBURG — A Parkersburg man was arrested Sunday for allegedly kidnapping his fiancee.

The Wood County 911 Center dispatched deputies to the area of Valley Mills Drive in Parkersburg in regards to James Ryan Andrews, 40, trespassing on the property, according to a press release from the Wood County Sheriff’s Department posted on its Facebook page Monday.

“Andrews had returned to the property to confront his fiancee, Jessica Ruble,” the release stated. “After a short while, Ms. Ruble exited the residence, at which time Andrews forcibly removed her from the property and fled the area in a white two-door convertible.”

In a previous press release issued Sunday, the sheriff’s department was asking for help in locating the two. Ruble, 39, had last been seen in the early morning hours Sunday with Andrews and another female subject. The individuals were reported to be traveling in a white Chrysler Sebring with Ohio registration, according to the earlier press release.

Deputies obtained a warrant for Andrews for abducting/kidnapping Ruble.

Sheriff’s Detectives later found the suspect’s vehicle at a location in Belpre.

“With the assistance of the Belpre Police Department, Andrews was taken into custody without incident,” the press release issued Monday stated. “Ms. Ruble was located at the scene without injuries.”

Ruble was also arrested on another unrelated warrant and is in the custody of the Washington County Sheriff’s Office, the press release stated.
