Washington County Sheriff’s reports
The Washington County Sheriff’s Office released the following reports March 20-31:
March 15
— A deputy began an investigation into a theft of currency from a residence in Adams Township.
March 16
— A sergeant patrolling Ohio 7 at Drag Strip Road in Belpre Township observed a black Ford Fusion with no registration. A traffic stop was initiated, and the driver was found to be Thomas Nicholas Jordan, who had multiple active arrest warrants. A search of Jordan turned up two glass smoking devices with residue and a small capsule. Jordan advised the capsule had meth in it at one time. The other occupant, Willison Chester Lockhart, was removed from the vehicle after a positive indication from K-9 Mauser. A glass smoking device with residue was found stuffed in his boot. Approximately 0.21 grams of suspected methamphetamine was also located in a small container. Thomas Nicolas Jordan, 30, 4861 N. Torch Road, Coolville, was charged with illegal use or possession of drug paraphernalia and held on multiple arrest warrants. Willison Chester Lockhart, 51, 28430 Torch Road, Coolville, was charged with illegal use or possession of marijuana drug paraphernalia, possession of drugs and tampering with evidence.
March 17
— A deputy on patrol in the 100 block of Seventh Street, Marietta, observed a silver Chevy Malibu bearing Kentucky registration go approximately two car lengths past the stop bar. A traffic stop was initiated by activation of the patrol vehicle lights, but the vehicle did not initially stop as directed over the PA system. Contact was made with the driver, Feliciano Perez, who advised he did not speak English. Perez was asked to step out of the vehicle, and beer cans were observed inside. Another deputy advised he detected the odor of alcohol beverages coming from the vehicle and Perez. Instructions for sobriety tests were given to Perez in Spanish, but he did not follow directions for one. Perez advised the first deputy he had one drink. Feliciano Perez, 32, 506 Pike St., Marietta, was taken to the Marietta Police Department, where a blood-alcohol test showed results of 0.139. Perez was charged with operating a vehicle while under the influence of alcohol.
— A deputy began an investigation into a financial scam in Barlow Township.
— A deputy began an investigation into a dog biting incident in Marietta.
March 18
— A deputy requested the Marietta Municipal Court issue a warrant for the arrest of Charles E. Kelly on a charge of criminal trespassing. On March 17, the deputy responded to 38 Radabaugh Road, Warren Township, in reference to a report of Kelly returning to the residence after being served a writ of possession on March 13. It was reported to be at least the fourth time Kelly had to be told to leave the property. Another witness viewed Kelly drive into the driveway, load items into a car and leave. A warrant was issued, and Kelly was arrested for trespassing on March 20.
— A deputy began an investigation into a financial scam where the subject(s) were using the name of a pro athlete to gain funds.
— A deputy began an investigation in Waterford Township of a generator being removed from property.
— A deputy conducting a traffic stop near Ohio 7 and Newbury Road, Belpre Township, observed a white SUV pass beside him in the right lane as he was sitting stationary with the emergency lights activated on the shoulder. There were no vehicles in the far left lane, allowing this vehicle to safely change lanes. The deputy completed the stop and conducted a traffic stop on the SUV vehicle driven by Charles M. Elliot of Huntington. Elliot was cited for approaching a stationary public safety vehicle displaying emergency lights.
March 19
— A sergeant was dispatched to Stanleyville Road, Fearing Township, to check a driver believed to be passed out at the wheel. The driver, Brad Harold Harris, was found to be operating the vehicle without a proper registration and on a suspended license. A citation was issued to Harris of Massillon for driving on a suspended license.
March 20
— A summons was requested for Renee Luke, 43, 309 Main St., Lower Salem on a charge of failure to restrain her dogs, after deputies transported two of her dogs running loose to the Humane Society on March 20 and 23.
— A deputy was dispatched to Belpre Township to a report of Mario Scalzo becoming combative. It was reported that the caller and Scalzo were in an altercation about carrying groceries. Scalzo reportedly grabbed the victim by the collar of the shirt and pushed her multiple times towards the stairs. Mario Branden Scalzo, 35, Little Hocking, was placed under arrest and charged with domestic violence.
March 21
— A deputy in the 26000 block of Ohio 7 observed a blue Chevrolet Cavalier pass his location with no visible registration. A traffic stop was conducted in the 27000 block of Ohio 7 in Marietta Township. K9 Mauser conducted a free air sniff and indicated on the rear trunk of the vehicle. Occupants were removed from the vehicle, and a pat down was completed with Shasta D. Farnese. Located was a silver in color glass smoking pipe with residue, and a yellow glass smoking pipe was found inside the vehicle. A summons was to be requested for Shasta Danyelle Farnese, 24, 27335 State Route 7, Marietta, on a charge of drug paraphernalia. A warning citation was issued for failure to display registration.
— A deputy began an investigation into fraudulent company checks, made depicting a local business, being cashed at a bank.
— A deputy began an investigation into a possible domestic violence incident in Marietta Township.
— A deputy began an investigation in Dunham Township of a dog biting a postal worker.
March 22
— A deputy issued a citation to Patrick A. Simmons, 900 Cherry St., Pittsburgh, for operating a passenger car at 85 mph in a 60 mph zone in Belpre Township.
March 24
— A sergeant was travelling north on Putnam Street near Fourth Street in Marietta when he observed a gold GMC Envoy bearing Ohio registration travelling south at the same intersection. The driver of the Envoy disregarded a red light. A traffic stop was initiated, and a citation issued to Amanda B. Randolph, 204 Walnut St., Belpre, for disobeying a traffic control device.
— A deputy, accompanied by members of the Beverly Waterford Emergency Squad and the Wesley Volunteer Fire Department, responded to the scene of a deceased individual.
— A sergeant was dispatched to McDonald’s at 223 Fifth St., Beverly, to a report of an assault. The victim and witnesses reported that a man, identified as Jason K. Lockhart, engaged in an argument due to his claim that something was prepared incorrectly. Lockhart’s behavior caused the victim to ask him to leave the business. The victim turned to walk away, and Lockhart grabbed his bag of food and threw it, striking the victim. The behavior was viewed on security videos. The sergeant found Lockhart at his home. Lockhart stated he’d made a poor decision and admitted to throwing the bag of food due to his frustration, not intending to strike the victim. Lockhart, 52, 312 Fifth St., Lowell, was arrested on a charge of assault.
March 26
— A sergeant initiated an investigation in Watertown Township following the reported theft of a chainsaw and heater from a building.
March 27
— Deputies were dispatched to the Dollar General, 336 Orchard Drive, Little Hocking, to a report of a female asleep in a car and a child running around the parking lot. Multiple citizens were trying to wake the female upon the first deputy arriving. She was awake and speaking with the first deputy when the second arrived. The Little Hocking Fire Department responded to check the female as well. K9 Ivar conducted an open air sniff of the vehicle and indicated, resulting in a search of the vehicle. A bag containing two smoking pipes, a syringe, and a small container with two pills, later identified as Alprazolam, were found. The female, identified as Kristin Dutcher, was read her Miranda rights and asked about the call deputies received. She said she was unaware she had been asleep or passed out for any extended period of time and claimed she was just tired. Dutcher stated the pipes were meth pipes belonging to a friend and she was to get rid of them. She also advised she did not have a prescription for the pills. Arrangements were made to have the child picked up, and Kristin N. Dutcher, 42, 400 Oak St., Marietta, was charged with endangering children, possession of a controlled substance, and possession of drug abuse instruments.
