Missouri man arrested for possession of child pornography and soliciting a minor

PARKERSBURG — A Missouri man is in custody at the North Central Regional Jail after being extradited from Oklahoma on child pornography charges.
He could face charges in Ohio as well.
According to a post from the Parkersburg Police Department’s Facebook page, William Lee Santos, 38, of Webb City, MO, was arrested Feb. 5 by the Oklahoma Highway Patrol.
Santos was then placed in Oklahoma County Jail where he waived extradition back to West Virginia.
On Feb. 17, he was arraigned in the Wood County Magistrate Court with bond set at $450,000 which he failed to pay and resulted in his placement at the North Central Regional Jail.
On Jan. 4., the Williamstown Police Department arrived at the West Virginia Welcome Center to investigate a missing 16-year-old female.
According to the Parkersburg Police Department’s Facebook page, the female was located in the cab of a tractor-trailer which was being driven by Santos.
Upon further investigation, the report indicated Santos met the female on social media and initiated sexual relations.
The report from the Parkersburg Police said the relationship had occurred over several months and Santos allegedly arranged meetings with the female in the area.
It was reported Santos parked his tractor-trailer at the West Virginia Welcome Center and picked up the female shortly after.
The Parkersburg Police report said officers confiscated Santos’ items, released him and returned the female to her parents.
Parkersburg Police Detective D.W. Miller was contacted to conduct a further investigation.
The report stated the female was questioned at the North Star Child Advocacy Center while Santos’ items were being reviewed.
Detective Miller obtained a search warrant for Santos’ cell phone and discovered evidence of the sexual relations between Santos’ and the minor, the report said.
According to the report, his phone revealed Santos would leave his trailer at the West Virginia Welcome Center and pick up the female to visit Marietta and engage in sexual activities.
There were reportedly “numerous videos on the cellular device where Mr. Santos had allegedly record(ed) the sexual activities between him and the juvenile female, which he stored on his phone.”
Santos had been released prior to the search warrant and discovery of videos, so police officials requested assistance from the U.S. Marshals Service to locate him.
It was reported Detective Miller issued a warrant for Santos indicating eleven counts of distribution and exhibiting sexually explicit child pornography and one count of soliciting a minor.
Nearly a month would go by before Santos was located and arrested Feb. 5 in Oklahoma.
According to a report from the Parkersburg Police Department, Detective Miller is in contact with Marietta Police Department officials where additional charges could be filed against Santos.
