The following individuals were processed into the Washington County Jail Nov. 29:

≤ Trenten Gabriel Smith, 23, Marietta, domestic violence and criminal damaging, both misdemeanors; and possession of drugs, a felony.

≤ Jaime Lynn Smearman, 42, Marietta, trafficking in fentanyl, trafficking in drugs, aggravated trafficking in drugs, aggravated possession of drugs and possession of fentanyl, all felonies; and two counts possession of drugs, both misdemeanors.

≤ Chadwick Lynn Smearman, 42, Marietta, parole violation, a felony.

There are 18 women and 78 men housed in the Washington County Jail.

Nov. 29 Deputy Thornberry, while on patrol near the intersection of Ohio 7 and Bender Road, Warren Township, observed a vehicle bearing Florida registration commit a marked lane violation while traveling south on Ohio 7. A traffic stop was conducted and the driver, Trenten Smith, had a warrant issued against him through the Marietta Police Department. After conducting a search pertaining to the arrest, a container of lip balm containing 10.69 grams of a crystal-like substance was located in Smith’s jacket. Trenten Gabriel Smith, 23, 101 Market St., Marietta, was placed under arrest and charged with drug possession, along with the warrant from Marietta PD.

The following individuals were processed into the Washington County Jail Nov. 30 2023:

≤ Jessica Dawn Ball, 36, Belpre, complicity to sexual battery, complicity to attempted perjury, complicity to tampering with evidence, endangering children, identity fraud and obstructing justice, all felonies.

≤ Kayla Annarose Humphrey, 22, Springfield, theft, a misdemeanor.

≤ Larry Dean Stottsberry, 39, Dexter City, domestic violence, a misdemeanor.

There are 18 women and 77 men in the Washington County Jail.

≤ Dec. 1 a deputy was called about a male who was in the roadway and stopping cars.

≤ Dec. 2 deputies and Reno VFD responded to a car fire in Newport Township.

≤ Dec. 2 deputies conducted a welfare check and were able to get medical attention for the subject involved.

≤ Dec. 3 deputies assisted Wood County in reference to a vehicle hit/skip.

≤ Dec. 3 a deputy and Reno VFD responded to a vehicle fire.

The following individuals were processed into the Washington County Jail Dec. 1 to Dec. 3:

≤ Robert Charles Ruble Jr., 29, Belpre OVI, driving under suspension, no seat belt and failure to control, all misdemeanors.

≤ John Howard Romine, 40, St. Albans, W.Va., probation violation, a felony.

≤ Bradley Ryan Caldwell, 27, OVI alcohol, a misdemeanor.

≤ Cody Alan Meeks, 29, Belpre, domestic violence, a misdemeanor.

≤ Patrick Dean Worstell, 39, Marietta, trafficking in fentanyl, possession of fentanyl and aggravated trafficking in drugs, three counts aggravated possession of drugs, all felonies; and unauthorized use of a motor vehicle, a misdemeanor.

≤ Ross Lester Phillips III, 36, Marietta, domestic violence, a misdemeanor.

The Southeastern Ohio Human Trafficking Task Force arrested Joshua L. Campbell, charging him with a felony of the fourth degree, importuning.

On/or about Nov. 30 the Marietta Police Department initiated an investigation into a registered sex offender having electronic communication with a juvenile female. The information was confirmed by detectives with the Marietta PD.

Law enforcement officers viewed conversations between Campbell and the juvenile, finding they were sexually explicit in nature. Campbell confirmed in messages that he was aware the juvenile was under 16. The case was transferred to the human trafficking task force to further the investigation.

Dec. 1 — task force officers began conversing with Campbell and the conversations continued being sexually explicit in nature. Campbell also provided private photos to the taskforce through the messages. Campbell’s photo on his profile was consistent with an identification photograph of Campbell from 2000.

Dec. 3 — Campbell arranged to meet the juvenile Dec. 4 in Washington County. Campbell confirmed the agreed location with the juvenile and plans for picking her up, taking her to get dinner and having the juvenile perform sexual act(s) on him. One statement by Campbell was that they could not get caught as it was “illegal for us to do anything until you’re 16.”

Dec. 4- Campbell sent a message that he had to work late and wanted to reschedule the meeting with the juvenile.

Later on Dec. 4 task force officers located Campbell in the U.S. Postal Office in Marietta Township and conducted an interview. Campbell was told they wanted to speak with him about some conversation he was having on social media. Campbell indicated he didn’t know what they were talking about. Campbell was told they wished to talk to him about a conversation he had been having with a female, and advised him of the name he used for the female. Campbell stated that the name was that of his younger sister’s friend. Campbell was asked about his conversations with this female on a specific social media platform, with Campbell stating, “I don’t know anything about that” and “I don’t have access to that.” Throughout this conversation, Campbell was very evasive regarding any question he was asked.

A short while later Campbell confirmed he had been speaking to the female on Instagram. Campbell also confirmed he lied to taskforce members about that.

Campbell was advised of his Miranda Rights and advised that if he wanted to exercise his rights and no longer wanted to speak to them he could do so. Campbell was advised he was under arrest and he stated “no, no I’m not,” reaching for his cell phone and attempting to flee the vehicle. Campbell was restrained and additional officers arrived to assist with placing Campbell in hand restraints.

Joshua Lee Campbell is a registered sexual offender, categorized as a Tier 1 offender. Campbell was investigated as a suspect in an unlawful sexual conduct with a minor case while being an employee of an after school program. Campbell pled guilty and was convicted of importuning.

Campbell, 23, 102 Summit Road, Marietta, was taken to the Washington County Jail, charged with fourth-degree felony importuning.

Campbell appeared in Marietta Municipal Court on Dec. 5 and is being held on $15,000 plus personal recognizance bond.

Dec. 2 — Deputy Young responded to a report of Cody Meeks being abusive and subject(s) being fearful of Meeks. Meeks lives in Belpre Township and became involved in an argument at a residence. It was reported that Meeks began to throw items at the victim, as well as kicking and punching the individual. The victim did sustain injuries. Deputies met with Meeks at 123 Second Lane, Belpre. Meeks stated he was in an argument that turned physical, stating it was a mutual physical altercation. Meeks did not sustain any injuries. Cody Alan Meeks, 29, was placed under arrest and charged with domestic violence, transported and processed into the Washington County Jail.

Dec. 3 — Deputy Aultman was dispatched to Warren Chapel Road, Warren Township, to a report of a neighbor stating a dog came onto their property and killed a cat. It was reported that dogs belonging to Derek Holmes were on the neighbor’s property and killed one of the family cats. The video made available was viewed and identified the dogs as those belongings to Holmes. Holmes stated his invisible fence is working, however the dog’s collar may have malfunctioned. A summons is being requested for Derek Richard Holmes, 39, 1274 Warren Chapel Road, Fleming, for animals at large.

Dec. 3 — Deputy Tucker issued a citation to Kalitta N. Vincent, 777 Buckeye Ave., Marietta, for expired registration.

Dec. 4 — Deputy Schwendeman was dispatched to the Marathon Station, Ohio 821, Muskingum Township, to a two-vehicle crash occurring at that location. Through investigation, including review of video surveillance from the gas station, Destiny Jean Spear was found to be operating a white Jeep Patriot. Spear’s vehicle was observed pulling out of the parking lot to turn left/northbound onto Ohio 821, in front of a gray Chevrolet Trailblazer traveling southbound on Ohio 821. The driver of the Trailblazer attempted to swerve into the northbound lane to avoid Spear’s vehicle but the vehicles collided near the center-line of the roadway. A citation was issued to Destiny Jean Spear, 23, 1400 Smith Lane, Whipple, for failure to yield the right of way.

Dec. 4 — a deputy responded to a loose black lab dog that was attacking dogs in Pioneer Township. The dog was captured by the owner.
