Phyllis "Pat" Tinney Waggoner Carte, 94, of Newport, OH, went to sing with the angels July 16, 2026, at Marietta Memorial Hospital. Pat was born on November 11, 1931, in Webster Springs, WV, to Everett and Orpha Tinney. She lived a life dedicated to others and the Lord. She loved people and sharing God's message through her singing gospel music. She was a member and manager of the Waggoner’s Family Quartet, which included her first husband Conice Waggoner and his two brothers, Keith & Tom. After Conice & Keith passed away, Pat and Tom organized the Waggoner’s Family Gospel Singers. She & Tom sang together 47 years. When the group retired, she and her second husband, Carl J. Carte’, moved to Newport, OH, to be near her daughter, Vicka. She was a member of Newport Baptist Church since 1996, and her love of singing continued. She and two other ladies formed the Born Again Singing Grandmas, and they sang for 9 years before retiring again. She loved and adored her grandkids and loved watching them in all their sporting events and various activities.
She was a graduate of Nicholas County High School of WV and Charleston College of Commerce. After retiring from 35 years Goodyear Aerospace Corp. in Akron, OH, Pat attended John Carroll University and got her realtor’s license. She retired in 1996 from Vaughn Esch Realty Co. in Akron. After moving to Newport, she worked for the Washington County Board of Election until 2017. She was a member of the National Professional Technical Women’s Organization, National Realtor Associate, Rookie of the Year Realtor, Million-Dollar Sales Realty Club, director of Senior Singers from the O’Neill Center, and a member of the DAR.
Pat is survived by her grandson, Brian (Courtney) Edgar; two granddaughters, Kelly (Daniel) Hendrix and Wendy (Drew) Palmer; one great-granddaughter, Savannah Hendrix, one great-grandson, Elijah Hendrix; and special stepchildren, Gennia Carte' and Carl Emery Carte'. In addition to her parents, she was preceded in death by her first husband, Conice Waggoner; daughter, Vicka Edgar; one brother, Pete Tinney; three sisters, Juanita Moore, Portarhee White and infant sister, Pauline Tinney; and her second husband, Carl Carte'.
A Funeral Service will be held Monday, July 20, 2026, at 10:00 A.M. at Newport Baptist Church, officiated by Rev. Kent Hall, followed by her burial at Newport Cemetery. Friends may call Sunday, July 19, 2026, from 5:00 to 7:00 P.M. at Ingram Funeral Home in St. Marys, WV. An online guest register is available at www.ingramfh.com.
